House of Representatives • The House would be of ordinary citizens serving for a brief amount of time. • No size limit in Constitution • A Census or official population count is taken every 10 years • This serves as basis for determining distribution • Started 65 Now 435 • Congress then uses the new Population count to Apportion seats among states.

How many for each State? • Districts created. • Every state entitled to one representative • One person One Vote • Prevented unequal populations in districts • Gerrymandering • Elbridge Gerry - Massachusetts • The practice of establishing district lines that favor one political party over another. • Some look like a salamander • Builds a solid base to ensure numbers • Or to weaken opponents

  3. House of Representatives When elected: Every 2 years Term: 2 years Salary: 145,100 Citizenship: 7 years Legal Residence: Of state elected Required Age: 25 years

  4. Senate When elected: One third every 2 years Term: 6 years Salary: 145,100 Citizenship: 9 years Legal Residence: Of state elected Required Age: 30 years
