Pro: • The leading Greek states do not lead but consistently impose their will, establish garrisons, intervene in our internal affairs; we value our autonomy and freedom • There is no compelling reason to unite; Persia may be a paper tiger, but because it does not want to see RisingImperialPower succeed and become a threat to its own existence, it will subsidize and promote turmoil in Greece. • Our enemies in Greece are exhausting themselves with constant fighting; this is a time when we can expand our markets and resources. With the help of the Persians and our own revenues, we have the means to hire mercenaries for our defense. • Our true self interest is to remain free and autonomous and to stay out of war.

3. Contra: • LeadingState: we may not be the most equitable, but if you value peace, join us. Without our leadership, there will be constant warfare and RisingImperialPower will not be as benevolent. Better the devil you know, for war will catch up with you at some point. • Yes, there are some costs (taxation, tribute), but that is the price of peace, better red than dead. • We are all Greeks; share the same language and values. • We do not wish to be ruled or controlled by RisingImperialPower or, God forbid, by barbarians. Yet that is what will happen.It is in your self-interest to join, for we will destroy your city if you don't.
