  2. NYPA’s Mission Statement Our Mission is to provide clean, economical and reliable energy consistent with our commitment to safety, while promoting energy efficiency and innovation for the benefit of our customers and all New Yorkers.

  3. Overview • NYPA has offered Energy Efficiency Programs since the 1980s • NYPA’s Formula: Provide turn-key services including energy audit (no risk), feasibility study, design, construction and financing • NYPA pays all up front costs and recovers investments from participants, usually within 10 years • Target market is the public sector throughout New York State (NYPA customers as well as all State, Local and Municipal Entities)

  4. Dimensions • Annual NYPA investment of more than $100 million • $1.3 billion total invested in projects completed at 3,490 public facilities statewide • 440 projects currently in progress at 1,100 facilities • $126 million in annual recurring energy savings • 790,600 tons of green house gases avoided annually

  5. Benefits • Immediate reduction in utility costs, energy usage and emissions with a savings to taxpayers • Recovery of investments from customer bill savings • Provides turn-key design, engineering, construction services, including low-interest financing (current adjustable rate is .51%) • Coordination with local utility and NYSERDA

  6. Lighting Measures • Energy Efficient Lighting Measures such as: - T5/T8 Lamps / Electronic Ballasts / Specular Reflectors, LED technologies, Compact Fluorescent Lighting and High Intensity Discharge Lighting • Lighting Control Systems, Including Dimming & Daylight Harvesting • Building Envelope Measures

  7. Other Measures • Heating, Ventilation & Air Condition (HVAC) Improvements: - Central Boiler / Chiller Plant Replacement • Complete Compressed Air Systems • High Efficiency Motors, Motor Controls, Variable Speed Drives • Controls: Demand Control Ventilation, EMS, BMS (Energy/Building Management Systems) • Remote Wireless Control Systems for Track & Switch Heaters • Distributed Generation, Combined Heat and Power, Fuel Cells, Solar Photovoltaic

  8. Waste Water Treatment Facilities Measures • Installation of high-efficiency influent & effluent pumps • Installation of high efficiency motors • Variable frequency drives for applicable operations (i.e. blowers, pumps) • Evaluate minimizing peak demand operation • Replace mechanical aeration with fine bubble aeration • High efficient industrial lighting upgrades

  9. Water Conservation Measures • Key measures NYPA can implement include: • Low flow toilets (less water per flush) • 1980s toilets typically use 3.5 gpf • 1960s toilets typically use 5 gpf • Today’s toilets typically use 1.6 gallons (required on all toilets installed after 1995) • Reduced flow faucets • Reduced flow shower heads • Semi-instantaneous, localized domestic water heaters and other measures that reduce water consumption

  10. Partners • Municipal Entities: Cities, Counties, Towns & Villages (including wastewater treatment facilities) • School Districts: Both public and private • New York State: SUNY, State Education Department , Office of General Services & State Agencies • Public Authorities: MTA, Port Authority & Housing Authorities
