  1. 10th Session of the SPECA WG on KBD Baku, 5 July 2018

  2. Programme implementation since 9th session • Within the framework of this project, Innovation Performance Reviews of Kazakhstan, Tajikistan and other CIS countries have been completed. Reports are available in English and Russian. • The Review process and structure has been updated to reflect the recently adopted Sustainable Development Goals (SDGs), with the reviews becoming Innovation for Sustainable Development Reviews. • Innovation for Sustainable Development (I4SD) Review of Kyrgyzstan currently being finalized as an official UN publication. Official launch expected second half of 2018. • Policy recommendations of I4SD Review of Kyrgyzstan discussed at 10th session of UNECE Team of Specialists on Innovation and Competitiveness Policies, 19-20 October 2017. 12th session of UNECE Committee on Innovation, Competitiveness and PPPs on 26-28 March 2018 welcomed findings and policy recommendations.

From Innovation Performance Reviews to Innovation for Sustainable Development Reviews Established programme • Innovation Performance Reviews completed for Kazakhstan and Tajikistan • Baseline assessment of national situation and serve as a basis for country level capacity building activities • Based on int’l good practices • On request from countries • Repeat visits by int’l expert teams • Tailored recommendations • Peer review and gov’t feedback

From Innovation Performance Reviews to Innovation for Sustainable Development Reviews Economic growth is ONE pillar of sustainable development The others are • Environmental Sustainability • Social Inclusion • Need for additional policies to steer innovation efforts into areas critical for sustainable development • Can become a valuable tool for follow-up and review within the framework of the 2030 Agenda, including Voluntary National Review process

  5. “Innovation for Sustainable Development” – Structure of a second stage review 1. The role of innovation in the country’s sustainable development strategy; recent economic and innovation performance 2. Governance of the national innovation system: Framework conditions, innovation policies and instruments 3. Knowledge generation and innovation support institutions; industry-science linkages; innovative entrepreneurship and financing 4. Measuring innovation performance- including international comparisons 5. Innovation in the enterprise sector 6. The role of eco-innovations and social innovations as a pillar of sustainable development

  6. Workshop on Strengthening Technology Transfer in Countries in Central Asia • Astana, 30-31 May 2013 in partnership with National Agency for Technological Development (NATD) of Kazakhstan • Upon request from Government of Kazakhstan • Participants from other SPECA countries • Carried out jointly by ECE and the Asian and Pacific Centre for Transfer of Technology (APCTT) of ESCAP, with support from UN Conference on Trade and Development (UNCTAD) • Discussion: "Development of the Technology Transfer System in Central Asian Countries“. European and Asian experience in effective planning, development and implementation of tech transfer projects, technology assessment and management of intellectual property rights was reviewed.

SPECA countries also participated in… • Tenth session of the UNECE Team of Specialists on Innovation and Competitiveness Policies and its Substantive segment “Towards the Circular Economy - Innovation Policies for Sustainable Production and Consumption”, Geneva, Switzerland, 19 - 20 October 2017. • First session of the Working Party on Public-Private Partnerships, Geneva, Switzerland, 21 - 22 November 2017. • Twelfth session of the Committee on Innovation, Competitiveness and Public-Private Partnerships with its high-level substantive segment on “Innovative Partnerships for Sustainable Consumption and Production”, Geneva, Switzerland, 26 - 28 March 2018. • UNECE International Forum on people-first PPPs for the Sustainable Development Goals, Geneva, Switzerland, 7-9 May 2018.

Upcoming activities Implementation activities and first-/second-stage Innovation for Sustainable Development Reviews and follow-up capacity building activities in selected countries of the SPECA region, subject to: Human resources Extra-budgetary funding Possible synergies of I4SD review methodology with sub regional innovation policy index - intercountry benchmarking 2nd session of the Working Party on Public-private partnerships (WP PPP), Geneva, autumn 2018. Work Plan 2018-2019 (UNECE 1) Capacity-building on policy options and practical instruments to promote knowledge-based development Help develop substantive skills, organizational capacity of institutions Promote regional cooperation Foster investment in modern infrastructure Subject to availability of extrabudgetary resources Proposed activities: Organization of regional capacity-building event on knowledge-based development, possibly alongside WG on KBD.   Participation of experts from SPECA countries in relevant UNECE events. Policy advisory services and other events promoting knowledge-based development at the request of Governments of SPECA countries.

  10. Work Plan 2018-2019 (UNECE 2) Implementation of the UNECE project on Innovation for Sustainable Development Reviews of selected countries To increase the role of innovation in promoting further sustainable development of the SPECA countries and achievement of Agenda 2030 Subject to availability of extrabudgetary resources Proposed activities: Undertaking Innovation for Sustainable Development Reviews and supporting implementation of policy recommendations in selected countries of the SPECA region (envisaged for 2018 and 2019).

  11. Work Plan 2018-2019 (UNECE 3) Support to SPECA countries to foster innovation to deliver the SDGs Policy advisory support to SPECA countries to stimulate the private and public sector innovation required to deliver the SDGs Subject to availability of extrabudgetary resources Proposed activities: Capacity building activities upon request from SPECA countries, for example on integrating innovation policies into national strategies for sustainable development and supporting participation of SPECA countries in wider UN initiatives in support of Agenda 2030.
