  7. What is a Hazardous Materials (HAZMAT) Incident? HAZMAT incidents are not limited to dangerous goods, but include any actual or impending spill/fire/explosion etc involving hazardous materials which has potential to cause injury or damage to people, property or the environment. Approved Emergency Responders • Capability and scope of responder approval needs to match materials to be transported and locations involved • Specialist requirements need to be identified and addressed (skills / equipment / other materials - e.g. neutralising agents). This may involve liaison with customer. • Ongoing liaison required with changing business operations (type and quantity of materials carried and routes used) to ensure ongoing response capability and suitability. • Consider capability testing (exercises, ongoing discussions). Response information • DFES are (usually) only called when things go wrong! • To do our job safely, efficiently and effectively we need to know what has happened / is happening and what is involved. • Who? Site contact name and means of communication – e.g. mobile / sat phone number, Casualties / injured (Numbers / injuries) Entrapment Product owner / emergency responder / transporter / consignor / consignee • What? (Derailment / collision / fire / explosion / leak) (Tank car / gas cylinders / freight car / drums / IBCs) (Product/s – UN number / Proper shipping name / Trade name / quantity involved / quantity leaked or spilled / size of container/s involved) Form of product (gas / liquid / solid) (Other issues – e.g. livestock involved, leak into river) • Where? (GPS coordinates / crossing reference / street and rail crossing / river crossing) • When? (A distinct time/date – not “20 minutes ago” – 20 minutes from when?)
