EM Office of Transportation -Distribution Risk Reduction Support • Mission: To enable EM to fully understand and prioritize transportation risk issues; to develop risk reduction strategies; to implement, track, and evaluate risk reduction activities; and to communicate best practices and lessons learned. • Functions: • Provide technical resources to ensure transportation and packaging operational efficiency, risk reduction, and performance improvement; • Utilize risk/routing computer systems and transportation network databases for risk analysis and reduction; • Work with DOE sites and stakeholders in the preparation of transportation plans for shipments of radioactive waste and spent nuclear fuel.

EM Office of Transportation -Distribution Risk Reduction Support • Current Activities: • Developing enhanced database of all EM shipments • Distribution risk prioritization will be conducted based on material hazard ranking, movement exposure ranking, and prior year incident data • Transportation risk reviews will be conducted on high potential risk movements to uncover opportunities for decreased risk

EM Office of Transportation -Transportation Regulatory Support • Mission: To enable EM programs to transport in full compliance with regulations; to understand upcoming regulatory developments/ challenges; and to minimize regulatory impacts that do not enhance safety and public health. • Functions: • Track developing Federal/State/Tribal transport-related legislation that may impact EM operations and lead development of comments and possible preemption petitions, if warranted; • Conduct transportation compliance reviews at EM sites and participate in the development of packaging standards; • Monitor developing changes to transportation regulations, lead development of comments on regulatory items of interest, and assess training on DOT regulations at EM sites and provide training resources;

EM Office of Transportation -Transportation Regulatory Support • Current Activities: • Working on transition of FRR program from EM to NNSA • Reviewing DOT regulatory requirements for surface contamination classifications • Guidance on transporting radioactive material on passenger aircraft (example – smoke detectors). • State-specific Hazardous Waste Manifests • Hazardous Materials Transportation Training

EM Office of Transportation -Site Support & Logistics • Mission: Provide support to EM sites in resolving or facilitating resolution of their packaging and transportation issues. • Functions: • Assist EM sites in packaging acquisition and resolving transportation, logistics, regulatory compliance, and policy issues including: • Secure transport needs and transportation-related NEPA actions • NRC/DOT/DOE packaging certification and approvals • Coordinate current NTP services to ensure efforts are aligned with EM headquarters and site requirements including: • Motor Carrier Safety Evaluations • EM-Site Transportation Compliance Evaluations • Pricing Agreements and Strategies • Conduct transportation incident root cause analysis and facilitate implementation of preventative measures.

EM Office of Transportation - Emergency Preparedness, Security and Outreach Group • Mission: Develop and direct all transportation emergency planning and preparedness for EM transportation operations. Integrate transportation planning, preparedness, security, response, and recovery activities to effectively address stakeholder concerns about radiological shipments. • Functions: • EM Transportation Emergency Preparedness Program (TEPP) • Assist DOE and other authorities to prepare for response to a transportation incident involving DOE shipments. • Manage transportation incident reporting and metrics. • Interface on Transcom and with others (DHS, DOT, NRC, etc) on shipment security requirements. • Stakeholder support and outreach (TransCAER) • Provide support and dialogue with state, regional, and tribal organizations regarding EM transportation operations. • Conduct TransCAER Workshops, Commodity Flow Surveys, and emergency response drills to ensure community awareness and emergency preparedness.
