  4. Migration Policy Many returning Japanese nationals from the Koreas did not receive citizenship until the 1980’s. Those entering before freedom from United States occupation in 1952 were considered “Old Comers.” Those entering after 1980’s are considered “New Comers.” Migrants make up only 1.5% of Japans population.
