The project • Rationale: huge investment on Information Society by regions, and the need to evaluate the impact of ICT investment in the regions • Total absence of comparable data on Information Society at the regional level, but many scattered regional initiatives (sub-optimal usage of resources). There will be no harmonised data on Information Society in EU regions - see Regulation (EC) 808/2004 • Emilia-Romagna with the support of ERIS@ launches cooperation in early 2003; by Sept 2003 10 partner regions from 7 EU countries get together in the UNDERSTAND project to agree common indicators, collect data and involve many more regions in validating and using them. • Benchmarking benefits from network economies: the more regions use the indicators, the more value benchmarking delivers. • EC co-funding via Interreg IIIc, project lasting from Feb 2004 to July 2006 • Main outputs: benchmarking tool-kit (common methodology and questionnaire); data from surveys; web DB for inter-regional benchmarking. • 4 domains: Internet usage by citizens; e-business; e-government; broadband infrastructure. How can other regions be involved: WHAT WE ASK • By providing feedback to improve indicators and methodologies – before 31th Dec. 2004 • By using the methodologies to carry out surveys in other regions – any time • By inputing their collected data and comparing with other regions in the on-line database – any time Dissemination and external validation are key to the development of shared indicators. UNDERSTAND will send the full methodology to regions requesting it, together with a feedback form to assess the quality of the methodology. The UNDERSTAND project
