  2. WIGOS Framework Architecture • 1. ICG-WIGOS-1 noted that the WIGOS Functional Architecture (CONOPS-2) will be a main reference for the WIGOS Implementation Plan and other WIGOS activities. It noted that diagrams should bring added value, be logical, not complicated and easy to understand. Also, the text needs to be consistent with the corresponding diagrams. • 2. In December 2011 the WIGOS-FA was conveyed to selected countries for review, then an updated draft was prepared from the little feedback received. This was presented to PTC in February 2012, again with little feedback. • 3. In January 2012 a simple diagram was drafted with an aim of summarising the key WIGOS processes as described in the WIGOS-FA (CONOPS-2) document. That draft is shown at ATTACHMENT A. WMO

In March 2012 the WIP was drafted, drawing on the content of the WIGOS-FA (CONOPS-2) to set out ten Key Activity Areas that need to be addressed in order to implement the WIGOS framework. The WIP then became a more mature document than the WIGOS-FA (CONOPS-2) and was used as a main reference to illustrate the WIGOS framework throughout 2012. For example, Regional Associations were provided with a template for their Regional WIPs that was very closely derived from the WIP, in particular it was structured on the ten Key Activity Areas that need to be addressed in order to implement the WIGOS framework. Also, at the CBS Technical Conference (TECO) in September 2012, which addressed the "Implementation of WIGOS", the ten Key Activity Areas were quoted in several presentations to emphasise and illustrate the scope of the WIGOS framework.   4. WIGOS Framework Architecture • 5. The search continued for a concise graphic that could convey an understanding of what WIGOS is. ATTACHMENT B shows a draft presented to TT-WRM-1 in November 2012 (and, in a preliminary step, to the RA-V WIGOS Workshop in September 2012). The considerations at the TT-WRM meeting are summarised in the report (see Reference 1) as follows: • TT-WRM was briefed on the progress made so far on the development of a High Level WIGOS Functional Architecture (FA) since the first session of ICG-WIGOS. The Secretariat presented further ideas on how the WIGOS FA could be summarised and represented graphically. • TT-WRM agreed that the new graphical representation of the WIGOS Framework presented by the Secretariat could be adapted taking into account the comments of the meeting. TT-WRM agreed that simplicity, brevity and clarity are essential and that ideally a single graphic illustration should represent the WIGOS concept/framework. The meeting responded favourably to a suggestion that instead of the “functional architecture”, the term “framework architecture” should be proposed to ICG-WIGOS-2 for approval. It was decided that an updated version of the WIGOS Functional Architecture document would be drafted by the Chair taking into account these discussions. WMO

The proposed updated draft of the WIGOS-FA remains to be completed, but will be based around the adapted graphic shown in ATTACHMENT C and will involve a re-ordering of sections of text in order to group components under the subheadings used in the graphic.
