Hemp is also growing in popularity. The plant is structurally similar to marijuana because both are varieties of Cannabis. However, there’s one significant difference between the two substances. Marijuana contains more than 0.3%,while hemp only has 0.3% THC or less. The latter is made up of more Cannabidiol (CBD) than Tetrahydrocannabinol. Are industrial hemp buds legal in the USA? The short answer is yes, on a federal level. The history of hemp buds in the United States Not many people are aware that hemp used to be a legal crop in the 18th and 19th centuries. Its ban was only issued in the 1970s when the Controlled Substances Act made all cannabis cultivation illegal. The ban was further supported by the Drug Enforcement Administration (DEA), which refused to issue permits for legal hemp cultivation.
