Why CCT.1 • 1999: Booming economy, lots of vacancies, everybody searching for qualified higher educated personal • Twente-based organisations met with the growing problem to fill their vacancies • Three main reasons: based on the perception of the area: 1.People tend to believe that there are only one or two interesting employers in the Twente region: For a career you should look elsewhere. 2. Twente was seen as a dull area, no quality of living, no culture partly based on the capacity of the region 3. BrainDrain: Graduated form Twente University and Saxion High school leave our region to find their first job in the sexy central part of The Netherlands, the part that we call ‘Holland’.
Why CCT.2 • Because of these reasons a group of HR-managers decided to found Career Center Twente to cope with our recruitment and image problems • Career Center Twente is a joined effort of, nowadays, 30 organisations with an excellent name in the Dutch labour market.
What did CCT do • CCT is a promotion organisation: We present the Twente Region as a region where it is good to wordk and live for higher educated. • We developed a web-based marketing strategy in which we present the collectivity of our regional and in The Netherlands well known employers and their vacancies, thus showing quality of career development possibilities in Twente • In addition we show the quality of life in our region • We offer migration services such as a jobsearch for partners, nursery, housing facilities, removal contractor, mortgage help etc. • We attract attention by radio commercials (every month), social media and advertising in print
What did we realise? • We directly mediated about 40 people per year • Starting with 16, we now are a joined effort of 30 wellknown employers and, additional, start ups from Twente University • We register about 1100 interested people for a job in Twente every year • We handle about 1400 vacancies per year • We indirectly mediate candidates by channelling them to various organisations in Twente
Future • Starting 2008, we not only encounter the effects of BrainDrain but also the effect of Demographic Change. • Demographic Change will lead us to a gap of more than 100.000 higher educated people for the whole of The Netherlands and, traditional, the peripheral regions suffer the most • In Twente we have a need for about 20.000 higher educated people, 50% replacement and 50% for new, innovative activities • Expat Center • Economic crisis!
1. How does Twente and CCT handle this? Career Center Twente: oppose Brain Drain, minimise effects of Demographic Change. Main purpose is to promote our region as one of the most innovative regions of NWE with a choice of well known industries and organisations. In addition: Quality of life! Cooperation with Twente Branding Foundation. Instruments are: • Region promotion combined with labour market communication - in print and in radio commercials; - by film as you saw it, by spreading this film and the further development of it;

How does Twente and CCT handle this? - by publishing a yearly printed guide with information of regional activities, cultural activities and information about working options at the different organisations in the Twente Region: Twente works for you; - by presenting Twente with a Twente Square on job exchanges for higher educated; - in presenting the Twente Region to several national, international en regional Career Events;
3. How does Twente and CCT handle this? • We invite students, who reach their graduation year to present their graduation study-approach to more then 250 organisation in the Twente Region to make sure that these students can graduate by fulfilling a graduation job or thesis within these organisations; • We organise a monthly drink in which students of Twente University in their graduation year can meet with captains of industry and government from the Twente Region and working in Twente can be encouraged;

How does Twente and CCT handle this? • We develop a multimedia newsletter in the YouTube style: All the contacts with people made in the diverse activities mentioned receive lifelong information about innovation and culture in the Twente Region. • This guarantees that when a career step is considered, Twente will be considered, too.
5. How does Twente and CCT handle this? • Knowledgebase development • by studying the imago picture of the Twente Region under graduated higher educated from the Twente University and Saxion College and under graduated from other Universities and Colleges; • about the way the Twente Region is building up relationship with incoming students; • by studying measurements of other NWE-regions in relationship with avoiding Brain Drain and results of Demographic Change measurements to introduce to the Twente Region;
6. How does Twente and CCT handle this? • Improve the relationship between our region and students from other regions • Working out the cooperation between Career Center Twente and the regional public organisations, regional education centers and regional employers organisations in realisation the sufficient availability of higher educated personal for the innovation demand of the Twente Region • Labour exchange agency for higher educated.
