  6. What is External Funding? • It is reported that when William “Willie” Sutton was asked why he robbed banks, he responded, “That’s where the money is.” • Money, in the form of external funding can be found by looking at a number of sources, three of which are:

Equally important is to document that is known about a given subject, gaps in that knowledge base, and how one intends to address those gaps.
