Purpose of SAR-002 The purpose of this standard will be to establish requirements to arrest declining frequency and assist recovery of frequency following a frequency excursion event in support of the continent-wide standard Automatic Under Frequency Load Shedding (UFLS). SAR-002 Update to Regional Standard Committee -- March 4, 2009

  3. NERC UFLS Standard Development Original Approach • NERC UFLS SDT submitted performance criteria for industry comment on July 2 through August 15, 2008. • NERC UFLS SDT originally contemplated a simple continent-wide umbrella of performance characteristics supplemented with more detailed regional standards. • A subsequent meeting in late July with FERC staff required the NERC UFLS SDT to rethink approach. SAR-002 Update to Regional Standard Committee -- March 4, 2009

NERC UFLS Standard Development New Approach • NERC UFLS SDT has been meeting frequently to finish responses to initial comments and prepare a revised standard for 2nd posting. • Anticipate posting in 4-6 weeks • General approach is one of a more prescriptive continent-wide standard. TRE Regional Standard Development Timeline • May 27 – SAR approved by RSC • June 24 – SDT approved by RSC • July 11 – 1st meeting of SDT • Discussion of process • Election of Chair, Vice-Chair • August 4 – Conference Call / WebEx • Development of comments to NERC UFLS • September 5 – 2nd meeting of SDT • Benefits of continent-wide vs regional • Applicability of standard • How to deal with Self-serve generation w/load SAR-002 Update to Regional Standard Committee -- March 4, 2009

  6. TRE UFLS SDT Next Steps • TRE UFLS SDT will continue to be on hold until the NERC UFLS SDT posts 2nd draft of standard and solicits additional comments. • Next TRE UFLS SDT meeting will be scheduled once the NERC UFLS SDT schedule for posting becomes clearer.
