ASOC ICD Summary Background:ASOC Analysis Team conducted a Functional Area Analysis (FAA), Functional Needs Analysis (FNA), Functional Solutions Analysis (FAA), and Architecture Development beginning in Jul 06 Why: Provide capabilities to support the Joint Force Commander in the integration, synchronization, and employment of Joint Fires supporting joint air/ground ops What: Combination of modifying existing systems and developing new systems will be required to fully address the capability gaps Issues: Available funding and ready technology limitations for the beyond line of sight communications gap

Concept of Operations Summary • ASOC supports the Combatant Commanders during Major Combat Operations, Stability Operations, and Homeland Security • ASOC provides the rapid integration of air and space power in support of land operations • Key effects include continuous communications with available aircraft, all echelons of air and ground C2, TACPs, and ground forces • Rapid assignment of missions to air support requests, and integration/deconfliction of the airspace. • Requires enabling capabilities of satellite communications access, allocated air assets, theater air control system architecture, and supported maneuver force security and logistics support

  9. Joint Functional Area (JFA) • Supports the JFA of Command and Control. It also supports the JFAs of Force Protection, Battlespace Awareness, Net Centric, Force Application, and Training • Principle command and control (C2) node for integrating air and space power into Counterland operations • Maintains constant situational awareness of air and ground friendly force locations, enemy positions and Fire Support Coordination Measures and Airspace Control Measures • Operates in a collaborative and distributed environment • Supports training through participation in joint certified live, virtual, and constructive exercises

Capabilities Required – Functional Area Analysis Results • Ability to provide procedural control of close air support (CAS) assets within the supported ground commander’s AO • Process CAS requests and control the flow of CAS aircraft • Integrate aircraft operating inside the Fire Support Coordination Line (FSCL) Assign, scramble, and direct CAS aircraft to the Joint Terminal Attack Controllers (JTAC) • Manage the Joint Air Request Net (JARN) • Coordinate other air component missions, to include air interdiction (AI), electronic warfare (EW), intelligence surveillance and reconnaissance (ISR), suppression /destruction of enemy air defenses (SEAD/DEAD), and joint personnel recovery • Requires robust voice and data reach-back circuits to the AOC, reach-forward, to include voice and data Beyond Line-of-Sight (BLOS) communications • Must be self sufficient for workspace, life support, etc. • ASOC FSA conducted Dec 06, authored by ACC/A3F, ACC/A3Y and AF/A3OY

Capability Gap(s) – Functional Needs Analysis Results • Ability to deploy standardized operations center and life support area (LSA) • Ability to collect and report Phase 1 Battle Damage Assessment (BDA) machine-to-machine with all air/ground platforms and TACP • Ability to provide UHF voice communications BLOS to all aircraft in ASOC OA • Ability to communicate line of sight on UHF and VHF/AM when impractical to use vehicle mounted communications systems • Ability to provide line of sight and BLOS machine-to-machine communications with all aircraft operating in the ASOC OA • Ability to assign/task aircraft digitally • Ability to receive and display an actionable near-real time air picture for ground AO integrated with an airspace management tool • Ability to conduct procedural control training • Ability to interpret the air picture • Ability to transmit imagery to all air/ground aircraft • Ability to perform mission rehearsal • Ability to provide Early Entry Command Post ASOC capabilities • Ability to provide ASOC C2 capability on the move • Ability to train in a distributed mission operations live, virtual, and constructive environment

Functional Solution Analysis –Non-Materiel Approaches • Ensure ASOC requirements are included in communications plans • Use Army provided LSA • Change doctrine to limit line of sight operations • Task combat communications team to provide initial communications and radio relay • Add intelligence function to corps and division TACP • Increase training and exercise opportunities to ASOC setup and establishing access to STEP and tactical satellite networks • Leverage TDC/ICAP training with combat communications units • Add procedural control training to all spectrums of training • Train personnel to operate TDL equipment • Develop formalized IQT, MQT, and CT training syllabus/formal training unit • Re-evaluate operations crew personnel requirements • Augment TACP with ASOC personnel during EECP operations

Functional Solution Analysis –Analysis of Materiel Approaches • FSA was operationally based joint assessment • Conducted Dec 06 at Nellis, AFB NV • ASOC FSA • Prioritized list of material approaches reviewed by the analysis body • Modify the AN/TSQ-39v3 USMC Unit Operations Center (Combat Operations Center) • Develop and field ASOC Gateway Tactical Data Link system • Develop Joint Theater Air Ground Simulation System • Procure/obtain AN/TSQ-221 displays from the Army TAIS or procure ASOC TAIS • Develop Drash Life Support Area • Procure portable/vehicle adapters and mounts • HAMMER ACE. (Near-term / Long-term) • Field Wireless bridge network to replace TSSR • Develop and procure completely new integrated ASOC operations center
