Retirement of Older Record Types • As of March 16, 2006, all mention of the older record types (10, 11, 20, 30, 50, 70) were removed from the CIBER Record • Record Layouts • Tables • Data dictionary definitions • Batch Processing • The X2 Records (22, 32, 42 and 52) are the only records considered compliant • Version 2.0 has been sunset • Version 2.5 is the current version

  3. Retirement of Older Record Types • The Designated Clearinghouses (DCH) will continue: • To process and clear CIBER 2.0 records • Validate and process the older record types with other clearinghouses to ensure that CIBER 2.0 records will clear • Convert CIBER 2.0 records to CIBER 2.5 records

Retirement of Older Record Types • Issues • Carriers are concerned with the continued exchange of the older record types • With the continued exchange of the older record types, critical information is not being captured • When converting an X0 record to an X2 record, relevant information is not available and not captured on the X0 record (MDN/MSID split)

Flash-cut Proposal NOTICE Flash-cut – CIBER 2.0 to CIBER 2.5 (Type 10, 11, 20, 30, 50 and 70 Records) Cibernet is proposing the December 16, 2006 – January 15, 2007 settlement period as the flash-cut date that carriers will no longer be able to exchange the older record types between each other. Records with these call dates of December 16, 2006 – January 15, 2007 will be able to pass the through the edit. On January 16, 2007, the designated clearinghouse (DCH’s) will have an edit in place that would prohibit the exchange of the older record types, thus rejecting these records. Records with the of January 16, 2007 will not longer pass edit and will be rejected.

Feedback • Cibernet requested feedback on this proposal by March 16, 2006 • Polled 200 customers • Received 5 responses, • Based on feedback received to date • Each carrier agreed with the December 16, 2006 – January 15, 2007 settlement period • Cibernet will continue to solicit feedback from carriers still utilizing the older record types • Final “Notice” with the May 1, 2006 CIBER Update • Unless overwhelming response is negative, any calls after the January 15, 2007 call date, will be rejected.

Next Steps • Work on educating carriers on utilizing the X2 Records • Continue to poll users on the flash-cut date of January 16, 2007 and that after that date carriers will no longer be able to exchange the older record types between each other. • Solicit feedback from industry regarding the MDN/MSID proposal to change the edit criteria and require that these fields must have a value greater than zero.
