KM3NeT Objectives • Observe high-energy cosmic neutrinos • Opens new window to the most violent processes in the universe • Key objective of astroparticle physics • Convergence towards two major neutrino telescopes covering the full sky: ANTARES NEMO NESTOR Mediterranean Sea: KM3NeT ? Baikal experiment Lake Baikal: Antarctica: IceCube AMANDA • Provide infrastructure for long-term deep-sea measurements • Highly interesting for marine biologists, geologists and geophysicists, environmental scientists, oceanographers, …. • Strong links to the EMSO project. The KM3NeT Design Study • 3-year FP6 Design Study, Feb. 2006 – Jan. 2009, 9 M€ from EU, overall budget ~20 M€ • Participants:30Particle/Astroparticle institutes +7 Sea science/technology institutes • Main Deliverables • Conceptual Design Report (fall 2007) • Technical Design Report (early 2009) } from 9 EU countries: GE FR IRL GR CYP NL ES UK IT U. Recent Progress • Technological/scientific: • ANTARES:  5 lines in operation, continuous data taking, first n’s Completion (12 lines) expected by January 2008 • NEMO: Prototype modules (junction box, 5-storey tower) deployed and connected, data taking ongoing • NESTOR:DOE proposal with Berkeley (GRBs with 4-floor tower + autonomous lines) • Strategic/political: • ESFRI: KM3NeT included in ESFRI roadmap (Sept. 2006) ESFRI has initiated top-down political process (national prioritization, expressions of interest) Strong support for KM3NeT in several countries U. Structural Funds (slide taken from ESFRI talk) • ERDF funds may be a major source of KM3NeT construction money • ERDF and FP7 run concurrently (2007-2013) • KM3NeT candidate sites are target-1/target-2 regions • Political coordination needed • Cross-coordination between ESFRI, EU DG Research (FP7), EU DG Regio (ERDF) and national authorities to promote research infrastructures • Avoid conflicting boundary conditions in both programs • Support for the concept of spending regional funds locally, but in the framework of pan-European projects • The situation must be clarified very soon! The Preparatory Phase Instrument • Top-down call, restricted to ESFRI projects • Objective: Pave the way to construction of ESFRI RIs • Political and financial convergence • Legal / governance structure • Strategic preparation (centers of excellence, user needs, data dissemination etc.) • Technical work (must not be the core of the proposal) • Financial framework: • 135 M€ for 30-35 projects  ~4 M€ / project on average • A frame of 1-7 M€ is mentioned in the Guide for Applicants • Deadline: May 2, 2007, 17:00 Brussels time U. The KM3NeT Preparatory Phase (PP) Proposal • Application in preparation(time very tight due to overlap with 1st-year Design Study report) • Current list of Work Packages: WPA Management of the PP project WPB Political convergence WPC Legal, governance, financial engineering and site issues WPD Strategic issues and international networking WPE Marine and environmental agencies and networking WPF Industrial production of telescope components WPG International partnerships for auxiliary vessels WPH Industrial production of deep sea components and partnership for deep sea infrastructures WPI Telescope pre-production and production model WPJ Data handling and dissemination • Cornerstone data: • Requested amount from EU: ca. 6.5 M€ (~40% technical) • 3-year project, ca. 1/2008-12/201 U. The KM3NeT PP Work Packages (1) • WPA: Management of the PP project • Contractual, reporting, communication work, meetings, etc. • Special situation: Cross-coordination with Design Study necessary, use of common resources (web portal etc.) • WPB: Political convergence • Involve stakeholders, initiate a forum for political and financial negotiations, provide input to negotiations • Accompany and foster political negotiations on site(s), funding, legal and governance issues, etc. • Objective: (draft) Memorandum of Understanding, set of commitments • WPC: Legal, governance, financial engineering and site issues • Governance model, management structure and legal entity for construction and operation • Assessment of funding sources and related legal constructs • Site aspects related to these issues U. The KM3NeT PP Work Packages (2) • WPD: Strategic issues and international networking • Questions related to science, distributed infrastructures, technological issues, expandability • Assess options of international partnerships • WPE: Marine and environmental agencies and networks • Integration with global systems, e.g. GOOS and ESONET/EMSO • Integration with local national systems, marine and environmental agencies and networks • Use of marine/environmental data, environmental impact of installation • Operation/exploration of funding options (national FAs, ERDF, EIB, …) and their interrelation • WPF: Industrial production of telescope components • Vertical cables, connectors, glass spheres, industrial resources,… • Goal: Be ready for tenders once the money is available • WPG: Industrial partnerships for auxiliary vessels • Buying, building, chartering and operation of ships and other surface vessels U.
