Public Hearing • Conducted as a requirement to the National Environmental Policy Act (NEPA) • Requires evaluation of potential impacts to surrounding natural, cultural, and social environments • Impacts are described in the environmental document • Requires opportunity for the public to be involved and comment in the decision making process of said impacts

  4. Environmental Document • Level 4 Categorical Exclusion classification means the actions do not have a significant effect on the environment. • Released for public involvement on June 18, 2014 • Document available for viewing • Published legal notice • Frankfort Times • July 1 & July 8, 2014

  10. Purpose and Need • Purpose: Maintain U.S. 421 connection over Kilmore Creek. • Need: Supported by the deteriorated condition of the bridge superstructure and substructure. • Recent bridge inspection July 2013 received a rating of “poor”.

  11. Alternatives • Do nothing • Preferred alternative • Rehabilitation for continued vehicular use • Repaired in accordance with the Secretary of Interior’s Standards for Rehabilitation

  12. Bridge over Kilmore Creek • Bridge is historic • Constructed in 1941 according to Indiana State Highway Commission standardized plan • Eligible for listing in the National Register of Historic Places under Criterion C for engineering significance

  13. Bridge Inventory • Results of Historic Bridge Inventory • U.S. 421 Bridge is Select • Select means: • Suitable candidate for preservation • Considered excellent example • MUST be preserved when using FHWA funding

  14. Rehabilitation • Rehabilitation project highlights • Repair, protect & preserve the integrity and qualities of the “Select” bridge while providing a safe structure • In-kind replacements • Some rivets replaced with high-strength bolts • New railing • Cleaning & painting

Project Development • Historic bridge project development process • Seek consulting party comment • No objection to date • Identify preferred alternative • Repair/rehabilitation • Hold public hearing • Comment period ends July 31, 2014 • Environmental document approval • After hearing comment period ends

  16. U.S. 421 Bridge • Removal and reconstruction of portions of the substructure • Removal of the existing bridge deck • Reconstruction of portions of the steel truss

U.S. 421 Bridge • Components replaced • Concrete deck, including curb and expansion joints • Stringer, diagonal, knee brace member and some lattice bars • Mudwall and portions of end bent numbers 1 & 2, including bridge seat and portion of abutment walls • Top portion of curved wing walls • Concrete approaches and guardrail • Bridge will be cleaned and painted green

  20. Project Schedule • Public hearing – July 17, 2014 • Completion of the environmental document – August 2014 • Completion of the design phase – September 2014 • One year construction schedule is anticipated to begin in spring 2015.
