  4. Water and Sanitation Improve access to and replicate on a larger scale decentralized drinking water systems. Cooperate with main actors in promoting, constructing, managing and maintaining water systems. Coordinate on cost-effective solutions. ApaSan • Develop sustainable sanitation models. • Promote the tested on-site sanitation models. • Support widespread replication. • Promote ecological sanitation facilities (EcoSan toilets). Water Supply and Sanitation Project in Nisporeni • Engagement in the water supply in Nisporeni explored to up-scale. • Lobbying for up-scaling and attracting more finances to the sector. Setting Targets under the Water and Health Protocol • Publication of the developed targets and target dates. • Follow-up activities under the second phase of the project. Policy Dialogue • Maintain close cooperation with the line ministries and state agencies in water and health sectors. • Participate actively in Sector Cooperation Councils in water and health • Explore possibilities to facilitate other development partners’ involvement in the two sectors and to substantiate policy dialogue. • Through SCC Environnement and Water and Protocol Water and Health project contribute to improved policy dialogue and coordination in Water sector. • Seek opportunities for efficient replication and up-scaling both in water and health sectors. • Support awareness of European norms and standards in water related issues. • Adhere to harmonization and alignment initiatives. Gender & Governance • Integrate Gender equality and Governance principles into projects and programmes. • Address structural inequalities and unequal power relations. • Use gender analysis and gender disaggregated data. • Focus on role of fathers in mother and child health sub-sector. • Promote participation of women in decision-making process and presence in management of water systems. • Build and support local governance aiming at more efficiency, effectiveness, participation and accountability. • Ensure broad and non-discriminatory access to quality health services for all (esp. to socially vulnerable groups of population). • Take measures to improve efficiency and effectiveness of the health system management.   7. Planning of Operations 2011 General • Focus on coordination and policy dialogue and build upon progress achieved in 2010. Health • Further institutionalisation of a modern health system. • Focus on quality of care and management improvement. • Review engagement in Mental Health. • Community Mental Health Centre in Chisinau inaugurated and functioning. • Mobilize inter-sectoral cooperation to solve the legislative, financial and quality aspects. Water • The revised National Water Supply and Sanitation Strategy approved by the Government. • Action plan of targets under Protocol on Water and Health approved by the Government. • A WES master plan at district level developed, operational and managed by local actors. • Engage local counterparts in project cycle activities. • Get political commitment and explore possible support of technical level clerks. • Study appropriateness to engage in Cotul Morii new water supply and sanitation project. • Continue lobbying for up-scaling and attracting more finances to the sector.
