  3. Program Background • October 2009 the California Public Utilities Commission (CPUC) was awarded an initial $2.3 million under the State Broadband Data and Development (SBDD) Grant Program • The SBDD Grant Program is part of the American Recovery and Reinvestment Act, and is administered by the National Telecommunications and Information Administration (NTIA), part of the Department of Commerce

Program Background • September 2010 the CPUC was awarded an additional $5,637,544 under the SBDD Grant Program, bringing its total funding to $7.9 million. • The CPUC is expanding its projects to collect and map information on broadband service availability and increase broadband awareness and usage in the state.

  5. Newly-Funded Projects • Data Collection, Integration, and Validation • This project was originally funded for broadband planning activities and two years of data collection. In September of 2010, this project was amended to extend data collection activities for an additional three years and to identify and implement best practices.

Newly-Funded Projects • State Broadband Capacity Building • This funding will support new staff who will work to execute recommendations of the California Broadband Task Force through the new California Broadband Council, a state-led body to be comprised of the state executive and legislative branches, and the California Emerging Technology Fund. Council staff will coordinate the activities of disparate state agencies, provide outreach to local governments, and implement policies and programs to promote broadband deployment, usage, and application use throughout California.

  7. Newly-Funded Projects • Technical Assistance • The project will collect, display and update location and service information of computer refurbishment centers across the state. In addition, the California Public Utilities Commission (CPUC) will research additional broadband information, such as the location of training centers, and BTOP and BIP-funded projects, indicating the type of project, e.g., sustainable adoption, computer center, middle mile, last mile.

Newly-Funded Projects • Programs to Improve Computer Ownership and Internet Use • In partnership with California State University-Chico, the CPUC will support outreach and technical support to develop and implement a broadband adoption strategy specifically targeting Native American tribes, Rancherias and communities in California. This support will provide ongoing technical assistance and consultation to address planning and development issues related to the implementation of Internet service within tribal communities.

  9. Newly-Funded Projects • Wireless Application Development • This funding will support the California Wireless Broadband Performance and Coverage Tracking Study. The CPUC will conduct an integrated, independent, comprehensive, open-source mobile wireless network testing and reporting system that covers all mobile wireless networks in the state and fairly reports performance and coverage as an honest broker. The open-source nature of this project can serve as a model for other governments to replicate.

Interactive State-Level Map • CPUC will use data submitted by broadband providers to create and interactive state-level map • Phase I • Searchable by address • Displays broadband availability, max advertised speed and provider information • Fixed, mobile, and satellite categories • Links to provider websites • Confidential data will not be displayed • DEMONSTRATION

  12. 3rd Round Data Request • Who should submit data? • Facilities-based providers of broadband service only (NOT pure resellers -- to be added in subsequent round) • Broadband is defined as: • …two-way data transmission to and from the Internet with advertised speeds of at least 768 kilobits per second (kbps) downstream and at least 200 kbps upstream to end users, or providing sufficient capacity in a middle mile project to support the provision of broadband service to end users… • service able to be provisioned within 10 days of a service request

Broadband Data Submittal • What data are providers asked to submit? • All data should be current as of December 31, 2010 • Location where service is available • Technology of transmission • Maximum advertised up and down speeds • Middle-mile and backbone interconnection points • Subscriber-weighted nominal speed data

How to Submit Data • Data is due twice yearly to the NTIA • Submit data to the CPUC via: • Email: less than 3MB only broadbandmapping@cpuc.ca.gov • FTP: send us an email and we will provide you with a secured FTP link • CD/DVD:  • California Public Utilities Commission • State Broadband Mapping Program • 505 Van Ness Avenue, 3rd Floor • San Francisco, CA  94102

  19. Confidentiality • Broadband Providers may require the CPUC to enter into a Nondisclosure Agreement • Pursuant to the provisions of the NOFA • We will provide data to the NTIA/FCC at census block/street segment level -- (i.e., we will aggregate any address-level data received to block/street segment before forwarding to NTIAO • Only one NDA required for the duration of the program • Signed NDA posted on our web site

  20. What happens if I do not submit requested data? • It is in a broadband provider’s best interest to respond promptly and fully, as the broadband inventory maps derived from these data may result in government-subsidized broadband deployment in unserved and underserved areas. Providers that do not respond may face subsidized competition in areas that they already serve. • Interactive map will drive potential customers to providers submitting data
