Purpose The purpose of the CCF Targeted Capacity Building program is to help build the capacity of grassroots faith-based and community organizations that address the needs of distressed communities. The CCF Targeted Capacity Building Program funds capacity-building activities that produce measurable impact resulting in more sustainable organizations. Capacity building activities ensure that grassroots organizations have the tools to facilitate key changes within their organization. By addressing issues that are critical to the long-term viability of the organization, non-profits are better prepared and positioned to understand and meet the needs of the communities they serve. 2005 Compassion Capital Fund Targeted Capacity Building Program Slide 2 of 41

Purpose The program priority areas include: • At-risk youth • The homeless • Marriage education and preparation services to help couples who choose marriage for themselves develop the skills and knowledge to form and sustain healthy marriages • Social services to those living in rural communities. Requirements • Eligible Organizations: • Fit into the Eligible Organization List • Have a DUNs number • Not a previous awardee of this grant applying in the same priority area • If applying in the rural priority area, must pass the rural location test (more later) You must satisfy all of these criteria to be eligible. 2005 Compassion Capital Fund Targeted Capacity Building Program Slide 5 of 41

Requirements • Eligible Organizations List: • Check the Funding Announcement, but it generally includes • Non Profits-with or without 501c3 (other than institutions of higher education) • Native American Tribal Organizations and Tribal Governments • Alaska Native villages, community based organizations and other entities • There is an exhaustive list you should check (page 22324 of the Funding Announcement) 2005 Compassion Capital Fund Targeted Capacity Building Program Slide 6 of 41

Requirements • Eligible Organizations: Non Profit Non-Profit as documented by any one of the following: (a) A reference to the applicant organization's listing in the Internal Revenue Service's (IRS) most recent list of tax-exempt organizations described in the IRS code. (b) A copy of a currently valid IRS tax exemption certificate. (c) A statement from a State taxing body, State Attorney General, or other appropriate State official certifying that the applicant organization has a non-profit status and that none of the net earnings accrue to any private shareholders or individuals. (d) A certified copy of the organization's certificate of incorporation or similar document that clearly establishes non-profit status. (e) Any of the items in the subparagraphs immediately above for a State or national parent organization and a statement signed by the parent organization that the applicant organization is a local non- profit affiliate. 2005 Compassion Capital Fund Targeted Capacity Building Program Slide 7 of 41

Requirements • Eligible Organizations: • If you are applying under the rural priority area, you must find out if your service location is considered a rural area by the federal government. • If you live in a non-metropolitan County you qualify, or • If you live in a metropolitan county, you can check to see if your area is still rural at, at: http://ruralhealth.hrsa.gov/funding/eligibilitytestv2.asp If you do not pass this test, you cannot apply under this priority area. 2005 Compassion Capital Fund Targeted Capacity Building Program Slide 11 of 41

Requirements • Eligible Organizations: • Distressed Communities • While this is not officially an eligibility item (you can still submit if you don’t fit), it is 5% or 5 points • Distressed Community …you need to be serving • A community that has higher unemployment or higher poverty than the state or national levels to gain these points.  • See the evaluation criteria for more information page 22329 Objectives and Need for Assistance, Service Area (5 pts) 2005 Compassion Capital Fund Targeted Capacity Building Program Slide 12 of 41

Requirements Eligible Organizations: Distressed Communities • The project will be implemented in a distressed community and/or engages organizations that serve low-income populations; and documents that the project addresses a vital need in a distressed community. A ‘‘distressed community’’ is defined as a neighborhood or geographic community with an unemployment rate and/or poverty rate equal to or greater than the state or national rate. The application documents that both the unemployment level and poverty level for the targeted neighborhood or community are equal to or greater than the state or national level. The application cites the most recent available statistics from published sources, e.g. the recent U.S. Census or updates, the State, county, city, election district and other information are provided in support of its contention 2005 Compassion Capital Fund Targeted Capacity Building Program Slide 13 of 41

  15. Requirements • Budget Eligibility • The mini grants are not offered for more than $50,000. • Do not ask for more than $50,000. Requirements • Budget Bonus Points: • ACF encourages and will grant preference to those eligible organizations whose annual operational budget is less than $500,000, or whose tribal membership is less than 5,000. Requirements • Narrative: Total 15 pages • Including the Table of Contents 1 page in length • The Project Narrative cannot be longer than 9 pages. • The Appendices (including resumes, support letters, charts, references, tables, maps, etc.) cannot exceed 5 pages. • Total pages (excluding forms)= 1 + 9 + 5 = 15 • One original copy (signed) and 2 copies (unbound). • Excludes all forms, assurances and proof of non profit 2005 Compassion Capital Fund Targeted Capacity Building Program Slide 18 of 41

Requirements • Narrative • The page formatting must fit: • 12 point Arial or Times New Roman font (they will measure). • 8.5 X 11 inch plain white paper with one inch margins on all sides (they will measure). • All 15 pages of the application must be sequentially numbered (all!) 2005 Compassion Capital Fund Targeted Capacity Building Program Slide 19 of 41

Requirements • One More Compliance Item: SPOC • Every applicant needs to check to see if their state participates in the Single Point of Contact Process (SPOC). • A list of states is found at: http://www.whitehouse.gov/omb/grants/spoc.html • If your state is not listed, they do not participate. Requirements • One More Compliance Item: SPOC If your state does participate… • You will have to contact the SPOC office by phone or electronically to find out HOW or IF they want you to submit anything to them. • They could require a full copy, partial copy, summary or form, or nothing. • If something must be submitted to them, you must do this by the due date of the grant. • And enter this date following a YES in box 16a with the date of submission. 2005 Compassion Capital Fund Targeted Capacity Building Program Slide 24 of 41

What is the Grant for? • The grant must target at least one of the following: • These grassroots organizations must use the funds in one of the four priority areas of need towards their organization’s capacity building in at least one of these five critical areas: (1) Leadership development, (2) organizational development, (3) programs/services, (4) funding, and (5) community engagement. 2005 Compassion Capital Fund Targeted Capacity Building Program Slide 25 of 41

What is the Grant for? • Any of these 5 elements can be targeted as long as: • The expense is permissible under federal rules (Circular A-122 www.whitehouse.gov/omb) • Be careful with large equipment purchases; they receive special scrutiny and additional rules apply • It does not supplant (replace) or augment (simply add to) direct service funds. • It targets the purpose: organizational…capacity, sustainability or viability for meeting the needs of distressed communities. 2005 Compassion Capital Fund Targeted Capacity Building Program Slide 27 of 41

What is the Grant for? • Notice the Language in Announcement • Describe your plan in Concrete Terms • Listen to the TA presentation on the narrative to understand more clearly how to build your narrative and plan. • Also notice: • Only one project will be funded and only one project can be included. What is the Grant for? • Any of these elements can be targeted as long as: • Be aware that the word “building” in the title of the grant is not suggesting that you should spend these funds on construction. Capacity Building vs. Direct Service • Example: • Will not pay for paper bags or food for distribution. • Might support a forklift, conveyor belt or freezer, or a commodity tracking software, marketing materials to wholesale providers to increase long term supply. • Might support organizational development for more volunteers or more effective outreach or procurement. • Example: • Will not pay for case management services for additional people. • Might pay for training, initiating or developing a new case management project or service approach, technology, software or computers, or to hire a developer to build donor support to hire more case managers. 2005 Compassion Capital Fund Targeted Capacity Building Program Slide 31 of 41

Understanding and Respecting Appropriate Use of Funds Three key locations identify the regulations related to religious use of funds, these include the: • Specific Language in the Announcement:CCF monies shall not be used to support inherently religious practices such as religious instruction, worship, or proselytizing. • Equal Treatment Regulations from HHS http://www.hhs.gov/fbci/waisgate21.pdf • And the White House Guidance http://www.whitehouse.gov/government/fbci 2005 Compassion Capital Fund Targeted Capacity Building Program Slide 32 of 41

Understanding and Respecting Appropriate Use of Funds In general terms the grant funds cannot be used to pay for religious activities or materials, nor exclusively for the benefit of people who are selected by religious criteria or membership. Understanding and Respecting Appropriate Use of Funds General guidelines include: • Don't pay for materials with the grant that cannot be characterized as neutral with respect to religion. • Separate activities funded by the grant from religious activities by either time or location. • Don’t pay staff to perform religious duties using these grant dollars and record their hours and pay to document this separation. 2005 Compassion Capital Fund Targeted Capacity Building Program Slide 34 of 41

Budget • Break it down based on SF424 Categories: • Personnel • Show major expenses under the line item by Position • Fringe Benefits • Use percentage capturing all expenses related to routine benefits • Travel • List travel specifically by topic or purpose grouping all expenses into a single line • Equipment • Anything under $5,000 is usually not equipment, it is supplies • Supplies • Anything that is not equipment • Contractual • Any consulting or service contracts • Construction • Other • This is where rental space or anything that does not fit can be placed • Indirect • You can only charge this if you have a formally negotiated cost rate, and in the trainer’s opinion using it here argues against your status as an organization that needs this grant assistance. 2005 Compassion Capital Fund Targeted Capacity Building Program Slide 39 of 41

Budget • Under your detailed budget, you need to present: • Detailed calculations of what your are funding and how you calculated the cost • SHOW THE MATH (2 computers X $1500 each =$3000) • A narrative justification for each expense and explain how it was derived as well as why this is important to the grant. • The budget does get 10 points, and it has to support the rest of the application. • The budget can usually be completed in a page or page or a page and a half (suggestion). 2005 Compassion Capital Fund Targeted Capacity Building Program Slide 40 of 41
