PRESENT CONDITION OF COLLEGE LIBRARIES • Libraries are now trying their best to make available the information embedded in e-resources by the renowned publishers so as to satisfy various information needs of their users. • but the college libraries in developing countries like India cannot think of digitization of its printed documents even up to next 20 to 30 years. All education institutions especially colleges often cry for the shortage of funds for proper infrastructure and subscription of renowned national and international journals. • Digital divide is a huge issue to be solved.

N-LIST -ACCESS TO e-RESOURCES: A BOON TO STUDENTS AND RESEARCHERS • National Library and Information Services Infrastructure for Scholarly Content is an initiative of MHRD and it is executed by UGC-InfoNet, Digital Library Consortium, Information Library Network Centre, Ahemdabad and INDEST -AICET Consortium, IIT Delhi under the mission on Education through ICT with multifold objectives. • N-LIST program provides access to more than 97000 e-books and 6000 e-journals at very nominal prices to college libraries.

N-LIST SEQUENCING THE FIVE LAWS OF LIBRARY SCIENCE • 1 Books arte for use as e- resources are open access and meant for all. • 2 Every reader his book as any authorized user can freely access the documents available through N-LIST consortium. • 3. Every book its reader as every e-document can be accessed by the user as this program covers multiple disciplines. • 4. Save the time of the reader as e-resources available in this program can be accessed 24*7 sitting even at remote area. • 5. Library is a growing organism, the same way e-resources and users of this N-LIST consortium are increasing day by day.

CURRENT STATUS OF BENEFICIARY COLLEGES AND USERS OF N-LIST • The colleges except Agriculture, Engineering, Management, Medical, Pharmacy, Dentistry and nursing in India are eligible to get access e- resources under N-LIST program. • As on, 6th june,2014, a total number of 3772 colleges have registered themselves with the N-LIST programme including Govt. / Govt.-aided colleges covered under the section 12 B/2F of UGC Act as well as Non-Aided colleges . All e-resources subscribed for colleges under the N-LIST Project are now accessible through the N-LIST website. • It has associated a large number of users with it i.e. 589977 users till date.

  6. HAVOC OF DIGITAL DIVIDE GROWLING OVER INDIA • Digital Divide is the term referring to the gap between technology empowered and the technology excluded communities. It has become disadvantage for those who are neither able nor afford the use of ICT in day to day life and learning. • CHALLENGES TO OVERCOME DIGITAL DIVIDE • Provide learning out of classroom. • Proper infrastructure • To remove content barrier • To remove Economic barrier • To remove Language barrier • Provide skills to handle ICT • e- Learning

  7. N-LIST PLAYING A BIG ROLE TO OVERCOME DIGITAL DIVIDE • College libraries in rural India are serving in the same way as these were serving hundred years ago due to digital divide. Due to scarcity of ICT skilled staff, scarcity of funds, scarcity of awareness among users and managements, these cannot match their services to international level. • It is due to N-LIST consortium, these college libraries located in backward areas of the country are becoming able to provide users the unmatchable services of e- Resources.

  8. CONCLUSION • The major requirements of the college libraries or any other academics libraries are to fulfill knowledge based, to provide open access information, infrastructure, provide awareness among users, well connected to other institutions and communication of resources at world level. The college libraries in the backward areas of the country are totally contrast with today’s requirements of the users of the 21st century. N-LIST Programme by overcoming all the problems of Digital Divide and growing prices of National and International journals enabled college libraries to provide e-resources at very nominal subscription rate and serve the perfect way according to the requirements of the information era.
