  4. A New Concept in Integrated Services: The Opportunity Center for Employment and Education The Opportunity Center for Employment and Education (OCE&E) brings together multiple state agencies and local services under one roof to provide seamless employment and education services and public assistance benefits to the community, including the unemployed, the underemployed and their families. Created through legislation sponsored by Washington State Rep. Phyllis Gutiérrez Kenney and championed by Speaker of the House Frank Chopp, the OCE&E opened in May 2011 as the first all-in-one location of its kind in the state. The center expands the limits of separate service delivery systems to create a streamlined experience where customers can achieve self-sufficiency through education and employment. Thousands of King County residents benefit annually. The Department of Social and Health Services, WorkSource Affiliate North Seattle and North Seattle Community College are the major OCE&E partners, making the additional support of college preparation, financial literacy, access to training, financial aid and counseling services available to all OCE&E clients.
