  2. AIM The aim of the presentation is to report to the Portfolio Committee on Defence (PCD) on the envisaged transitional arrangements and the motivation for the repeal of the Castle Management Act

  3. SCOPE The envisaged transitional arrangements for the transfer of responsibilities to the Department of Arts and Culture (DAC) The motivation for the repeal of the Castle Management Act

  4. TRANSITIONAL ARRANGEMENTS Current CCB will remain in place during the interim period until the transfer is complete An interdepartmental Joint Task Team is established to manage the practicalities of the transfer

  5. MANAGEMENT ISSUES CCB in process of addressing all the outstanding management issues as mentioned in the Auditor-General Report (Interim Action Plan) before handover: Asset management Completed physical stock take of CCB assets Continuous update of Fixed Asset Register (enable assets to be traced) All available dates of purchase included in the database (referred to Fixed Asset Register)

  6. MANAGEMENT ISSUES (cont.) Non-compliance with Treasury Regulations and Castle Management Act Audit Committee being appointed Castle Manager officially appointed by the CCB Vice-Chairperson officially appointed by the CCB Supply Chain Management Policy Discussion with AG (draft policy for comments in place) Human Resource Plan Discussion with AG (received guidelines from Public Service Regulations 2001 – Section III D.1)

CCB in process of addressing all the outstanding management issues as discussed during the PCD Briefing on 19 March 2008 (Interim Action Plan): Compilation of Castle Control Board Nominations requested to fill vacant seats on the CCB) Mandate of Chairman of CCB Detailed Management Directive for Acting Chairman of CCB in place

  8. MANAGEMENT ISSUES (cont.) SCOPA Quarterly Report To be completed by end of June 2008 Compilation of Annual Report All rectified management issues to be incorporated in the 07/08 Annual Report Compilation of Business Plan Castle Manager in the process of compiling Castle Business Plan
