National Action Plan for Tobacco Control2008-2011 • To reduce tobacco-related morbidity & mortality - preventing tobacco use - promoting cessation - protecting from ETS exposure • STRATEGIES - Health education - Advocacy - Capacity building - Stakeholders collaboration - Regulations enforcement

Packaging and Labeling 1999 Regulations • Single text message: “ Smoking causes cancer, heart disease and bronchitis” 2008 Regulations Effective 1 June 2009 • 8 rotating graphic warnings with text and pictures • Graphic warnings will occupy 65% of principal display area in front and at the back • Text messages in French and English • Colours, sizes and positions regulated

  8. Cessation Guiding principle, National Action Plan: “Cessation facilities will be made available to smokers who want to quit.” Future action: Behavioural therapy - consultant to develop guide and training - integrate counseling in public health care system

Action Research to push forward TC strategies in Mauritius • Supporting newly created smoking cessation service Assessment & strengthening of collection, compilation and analysis of tobacco use data among patients (April-July 2009) Assessing willingness of health professionals to support cessation programme (June-November 2009) (ii) Evaluation of graphical health warnings & other FCTC domains (Feb- Sept 2009) (iii) Supporting smoke free initiatives in public & workplaces Monitoring of air quality wrt ETS (March-October 2009) Advocacy & awareness (March – July 2009)

  12. Benefits • Improved Health Information System on tobacco use • Better design & implement cessation service • Measure effectiveness of graphic warnings & other FCTC domains • Reduction in second hand smoke exposure

  15. Possible weaknesses • Measures on Tobacco & Alcohol simultaneously • All measures thrust upon population at same time • Pro-Tobacco parties presume not sufficiently consulted • Timing: General Elections due next year : Financial crisis

  16. Future actions • Setting up cessation clinics nationwide • Strengthen cessation service with Pharmacotherapy • Exploitation of tobacco use data • Recommendations from ITC evaluation • Regular monitoring of air quality • Implementation of other activities as in Action Plan
