The Wakeup Call • In 2007, DFCS received notice from the USDA that Georgia was ranked 43 out of 52 states and territories in the food stamp program error rate for FFY07, at 8.13%. • Risk of potential sanctions and penalties • Today, we received notification from USDA for the 2nd year in a row that we have reached top performing status, with an error rate for FFY09 of 2.10%.

  3. Accomplishments Recognition by the USDA • FFY 2008 - Most Improved Program • Awarded $4M bonus** • FFY 2009 - #7 in the US for lowest error rate • Awarded $4.2M bonus** • **Note: Reinvested in maintaining Food Stamp eligibility staff

  4. Smart Bites Toward Improvement • Identified, focused on and provided additional supervisory oversight on the highest error prone areas: • Income calculation • Household composition • Deductions

Case Record Reviews What: • Field case reviews involves reviewing the actual hard copy record of the client’s information, the SUCCESS mainframe system record of the information entered by the case manager • Focus on the areas where theres been a historically high pattern of errors, i.e. household composition Who: • Supervisors, Peers, County Management staff and Regional staff How Often: • For the week of June 28-July 2: • 4,285 cases were read. • 50 errors were identified and corrected before benefits issuance • Follow Up and Follow Through

  6. Performance Management Pays Off • Under ordinary conditions – no recession, consistent resource levels, etc. – this achievement in performance in a 2 year timeframe would be remarkable. • But, we are not under normal conditions. • Since July 2007, food stamps caseloads have increased by 80%. • Front line eligibility staff lost almost 200,000 hours of work time in FY10 due to furloughs. • Caseload Data: • July 2007 caseloads: 385,577 • May 2010 caseloads: 695,062 • Increase = 309,485
