  2. EGM Objective • To identify the key issues, and capacity gaps, in ensuring transparency in land administration in Sub-Saharan Africa

  3. Approach • Drawing on the experience of a diverse group pf 35 experts from Sub-Saharan Africa and internationally, representing different professional fields: • Land • Governance • Training & Capacity building • Drawing on international expertise while focusing on realities of Sub-Saharan Africa

  4. Approach • Panel presentations & group work • Facilitate a discussion to explore the parameters of transparency as related to land administration • Facilitate discussion to identify and prioritise the most important capacity building needs for policy makers, and translate these into capabilities

  5. What will this involve? • Identifying a range of issues and priorities for exploring the land-transparency area. • What governance principles can be applied specifically to land? • What do governance terms like transparency, accountability, civic engagement mean in the land context? • What is the status/progress of land administration in Sub-Saharan Africa to date? • Do we have good examples where transparency has been handled well and/or is needed in land administration?

What will this involve? 2.Sharing what capacity building efforts already exists in this area, and identifying gaps & possible strategies • Sharing the ‘state-of-of affairs in Africa: Existing training programmes that support transparency in land administration; strategies needed; and the role of int’l training/capacity building institutions. • Sharing the ‘state-of-affairs’ in int’l training supply in this area.

  7. What will this involve? • Translating the capacity gaps into skills, knowledge & attitudes required for policy makers working in this field. • Identifying and ranking the most important capacity needs • Deciding which of these can be met through capacity building & how • Starting to identify a curriculum

  8. Expected outputs • Advise resolution from experts on the way forward for ITC/UN-HABITAT course • Identification of other possible areas of work in this field

  9. Results for Day 1 Day 1 (three panel presentations): • Key transparency principles identified • Current trends within capacity development in land administration established

  10. Results for Days 2 - 3 Days 2 & 3 (group work): • After tasks A & B → Agreement on parameters of transparency as related to land administration • After task C → Analysis of capacity gaps/training needs of policy makers and identification of capacity building priorities • After task D → Key capabilities identified/formulated
