  17. Flag Football Rules • NIRSA flag football rules govern all play not covered in intramural rules • Teams consist of seven players (eight for coed) • Need at least 5 to start (6 for Co-Rec) • Offense must have 4 players on the line of scrimmage (5 for Co-Rec) • Always in Shotgun Formation (No Direct Snaps) • LINE JUDGE WILL ASSIST YOU WITH LINE OF SCRIMMAGE

  18. Flag Football Rules • Size of footballs (IM Department will provide balls; offense is responsible to retrieve football on incomplete passes) • Men: Regular size • Women/Co-Rec: Regular, Youth, Intermediate, Junior sizes • Two 18 minute halves running clock • Clock stops last 2 minutes of each half • 2 Time-outs per half • Mercy Rule: Team up by 50 at or after half • At 2 minutes or anytime after: 19 ≤ for M and W, 25 ≤ for Co-Rec

  19. Flag Football Scoring • Touchdowns are worth 6 points (9 for Females in Co-Rec) • The player who scored must report to the closest official to check their flag belt after the score • Extra point try • 1 point from 3 yard line • 2 points from 10 yard line • 3 points from 20 yard line • An intercepted try-for-point cannot be returned for points. Ball is dead when intercepted.

  20. Flag Football vs. Tackle Football • THERE ARE NO FUMBLES! BALL IS DEAD IMMEDIATELY • If the clip breaks on flag belt, it is considered a tackle • If a flag belt inadvertently falls to the ground during a down, a one-hand tag between the shoulders and the knees constitutes the ball being dead • On 4th down, captain decides to punt or go. There are NO quick kicks or fake punts • To change decision, a timeout must be used or there must have been a penalty enforced (i.e. offsides) • Neither team may cross the line of scrimmage before the ball is kicked

  21. New Punt Rules • Receiving team CANNOT signal Fair Catch • 10 yard penalty: unfair act • Once ball breaks the goal line it is a Touchback. Ball cannot be advanced down field.

  22. Blocking and Player Conduct • Offensive players may “screen” block without contact • The screen blocker shall have their hands and arms at their side or behind their back • Any use of the arms, elbows, or legs to initiate contact while screen blocking is illegal • Defensive players must go around the offensive player’s screen block • The arms and hands may not be used to contact an opponent except when capturing a flag belt or tagging a ball carrier without a belt • No bull rushing or swim move. Spinning is allowed.

  23. Illegal Activities • Illegal Activities include: • Attempting to steal or bat the ball from a player with possession • Holding, pushing, or tackling a ball carrier • Flag guarding • Unintentionally as well (elbow swings down while running) • Stiff-arming • Hurdling an opponent • Diving without making contact with opponent is permitted • Deliberately driving or running into an opponent • Lowering of the head and shoulders (Rowan University)

  24. Co-Rec Rules • Teams are only allowed these combinations: • 4M / 4W, 4M / 3W, 4M/2W, 2M/4W, 3M / 4W, 3M / 3W • Male cannot advance the ball across the original line of scrimmage • Male QB cannot run past line of scrimmage • Male receiver catches ball behind line, cannot advance • Line of scrimmage is a pane of glass, can only be broken by either a pass or a female. Once broken, anyone can cross it

  25. Co-Rec Rules • There cannot be 2 consecutive legal forward pass completions from male passer to male receiver on downs • Referee will indicated “open” play, where any player is eligible to receive the ball • Referee will indicate “closed” play after a male catches a ball, and a female must be involved in a play to be legal • Female must be involved with catching or passing for positive yardage past the line of scrimmage • A female QB cannot simply rush the ball for positive yards

  26. Co-Rec Scoring • When a female is involved in the play, the score will be worth 9 points • Female QB pass to male or female for TD is 9 points • Male QB pass to female who scores is 9 points • Female run play for TD is 9 points • Male to Male TD is 6 points

  27. Weather Issues • The Intramural Department will email and text team captains by 4pm via IMLeagues.com of any cancellations.
