  2. National Influences • Every Child Matters Framework • Changes to the OFSTED inspection regime • DfES requirements – monitoring and auditing responsibilities • IRSC guidance and initiatives

Basic Requirements for the Monitoring and Auditing role • DSP, Headteacher and Designated CP School Governor to work as a team – aware of and supportive of each others responsibilities. • Basic information and statistics to be systematically recorded on an ongoing basis. • Recourse to review the information gathered year on year.

  4. The School Child Protection Record To be maintained with a record of: • Key personnel • Reports of allegations and outcomes; Heads only • All CP referrals and ‘What If’ records • Statistics (required by the governing body and the DfES returns)

  5. Statistics (1) Training:- • Type of course • Delivered by • Number of staff attending and roles • Date

  6. Statistics (2) Number of:- • Referrals made • Pupils on the CP Register • CP Conferences attended • CP Conference reports submitted • Core Groups attended

  7. Local Initiatives • Child Protection Self Evaluation Form audit tool (CP SEF) • IRSC Annual Safeguarding Report to the Governing Body • The HGfL child protection site • The CPSLO database

CP SEF Developed by the CPSLO team to ensure minimum standards are met • Is a checklist • Should be completed annually • Is a means of identifying outstanding CP issues within your school • Is a means of identifying any support needs • Is evidence for inspection that the issue of safeguarding is live within the school

  9. CP SEF • Complete the CP SEF • Identify the information that you do not have • Identify HOW this information can be collated • Compile an action plan for your school to address the issues the CP SEF raises

Annual Safeguarding Report to the Governing Body Adopted in Hertfordshire to enable school governors to discharge their duties • IRSC document (used nationally) • Completed by the Head teacher, DSP and Designated CP Governor • Enables the Governing body to scrutinise CP practice, challenge and support • Is a source of evidence for OFSTED inspection

  11. HGfL Child Protection Site (1) • Developed by the CPSLO team in response to DSP requests for advice and information • Ongoing review – comments and suggestions very welcome

  13. CPSLO Database (1) • Devised with MIU to enable critical data to be collated, stored and interrogated in order to meet the LA duty to monitor safeguarding practice • Is a recording tool for the CPSLO team to provide a profile/record of CP practice for every school in Hertfordshire

  14. CPSLO Database (2) • All data returned via the Annual Safeguarding Report to Governors is cross referenced / updated • Statutory training timescales are under review (via MIU audit reports) • Support needs can be identified • CPSLO activity is recorded/evidenced

  15. Summary • ‘Stay Safe’ outcome of ECM / the OFSTED inspection requires evidence to be gathered and quickly available • Records ensure accountability/audit trail • DfES monitoring by the LA requires hard data to be collated
