Policy agendafor 2019 Financial programme: CEF 2021 -2027 CEF II Yourinputisneeded - CEF Coalition • Informal agreement between EP and CNL in March • Council has reached partial agreement on the technical aspects • Budget (initially proposed €30,6 bn) not yet adopted - MFF 2021-27 has to be decided first (not before November 2019 - new EP) • Recent CPR vote in EP limits the transfer from cohesion to CEF to 4 billion (from 11bn); • Unclear process - impact of new Parliament (Eurosceptic…), Commission and Brexit on current (positive) view on CEF • 2Q 2019: Meetings with Commission, EP BUDG and MOVE, as well as Finnish CNL presidency • narrative that CEF transport-cohesion is better than Cohesion regional spending • Two CEF "reflow" calls will be organised on Q4 2019 and 2020 • DG MOVE and INEA should have a more precise overview before the summer break • UIP to discuss scope bilaterally in June (digitalisation!) • By December 2020 the COM multiannual work programmes have to lay down topic and budget of all calls in first 3 years of CEF II

Policy agenda for 20194th Railway Package: last mile Tank Wagon VA – Learning Case • Early May: next Meeting in Valenciennes • Experience with OSS • RID issues • UIP letter sent to EC/ERA • EU-wide validity of national tank type approvals • No limitation of wagon registration or use • Objective: Harmonised process for the approval, maintenance and inspection of tanks and its implementation in RID • on agenda of OTIF Joint Coordination Group Experts RID/ATMF (9-11th of September) • Gone live on 16 February • 7 freight wagon manufacturers have already contacted ERA to coordinate planning of activities • Until 16 June – possibility to ask for ERA assistance (charged under Art. 43 ERA regulation) and grant access to application • OSS training sessions in Valenciennes in EN until September 2019 • UIP contact ERA on need to finalise conformity to type authorisations within 2 working days – confirmation of being able to deal with potentially large number of applications in transition phase

Technical policy at EU level New TSI NOISE Technical specification for interoperability relating to the subsystem ‘rolling stock — noise’ (NOI TSI) as voted by RISC84 • From 8.12.2024, freight wagons not covered by point 7.2.2.2 of Annex to NOI TSI shall not be operated on quieter routes. • ‘Quieter route’ is a part of the network of a minimum length of 20 km in the geographical scope of this TSI, on which the annual average daily operated freight trains in 2015, 2016, 2017 during night time is higher than 12, obligation to update maps every 5 years  further details in Annex, Appendix D • The overview of “quieter routes” will be made available by means of a standardized template (for each MS) on the ERA website • Exemptions for wagons equipped with “historical brake blocks” for national and international use  further details in NOI TSI Annex, Appendix E • Assessment of acoustic performance of a brake block as open point in Appendix F

Technical policy at EU level New TSI NOISE Exemptionsat EU-level  Following exemptions exist for the use of “non-silent” wagons on “quieter routes” throughout EU according to 7.2.2 of Annex to NOI TSI: • “Degraded operation”: rolling stock failures, extreme weather conditions, infrastructure failures or wagon / infrastructure maintenance works which were scheduled • Wagons operated in lines with a slopes > 40‰ • Wagons running at a speed > 120 km/h • Wagons with an axle load higher than 22.5 t • Wagons subject to a derogation against a TSI Noise • Wagons, for which the application of this Regulation is not mandatory (e.g. ‘Schnabel’ wagons, on-track machines, wagons operated on the 1 520 mm track gauge system, wagons used purely for historical / touristic use) • Wagons which are exclusively operated for infrastructure maintenance and construction works.
