Listening Session: Collaboration in Federal Asset Management Operations and Policy Overview of FEMP’s Sustainable Federal Fleets Program FedFleet 2012 and More June 25, 2012 Brad Gustafson Federal Energy Management Program (FEMP)
FEMP’s Sustainable Federal Fleets Program Mission: Assist Federal agencies with meeting or exceeding requirements for reducing fleet petroleum consumption FEMP assists agencies with: • Understanding and meeting Federal requirements • Analysis and tools • Technical assistance • Education and communication
Understanding and MeetingFederal Requirements Resources for understanding requirements • Guidance on Federal Fleet Management • https://federalfleets.energy.gov/sites/default/files/static_page_docs/fleetguidance_13514.pdf Resources for meeting requirements • Comprehensive Federal Fleet Management Handbook • https://federalfleets.energy.gov/sites/default/files/static_page_docs/eo13514_fleethandbook.pdf Assistance with fulfilling reporting requirements • FAST system maintenance, upgrades, and training • Review of waiver applications under EPAct Section 701 • Facilitation of agency scorecard submissions to OMB
Analysis and Tools Fuel consumption dashboard (FleetDASH) • Uses monthly credit card transaction data to track fuel consumption in GSA-leased vehicles, identifying successes as well as “missed opportunities” to use alternative fuel when it was available nearby • Currently 8 participating agencies Alternative fuel infrastructure development • Geographic analysis of fleet fueling patterns, for facilitating development of new alternative fuel infrastructure • Identifies where existing alternative fuel infrastructure is underutilized • Identifies where new infrastructure could be best located to serve Federal fleets
Alternative Fuel Infrastructure Development Where Federal Fleets Are Fueling Now
Technical Assistance Alternative fuel vehicle selection and placement (NOVA) • NREL Optimal Vehicle Acquisition (NOVA) analysis • Recommendations for the optimal alternative fuel vehicle to replace each vehicle eligible for replacement in FY 2013, based on local alternative fuel availability, the fuel efficiency of specific vehicles available through GSA, agency budget, and other factors • Currently 11 participating agencies
NREL Optimal Vehicle Acquisition (NOVA) Analysis GOAL: Identify an optimal fleet acquisition strategy to maximize reductions in petroleum use & GHG emissions • PRIMARY METHODS: • Align AFVs with available infrastructure • Acquire the most efficient vehicles • PRIMARY CONSTRAINTS: • AFV Budget • Fleet Mandates • Mission Requirements OUTCOME: Specific vehicle acquisition recommendations for optimal fleet inventory
Education and Communication FEMP’s Sustainable Federal Fleets website • https://federalfleets.energy.gov/ Federal Fleet Files e-newsletter • Success stories with transferrable lessons-learned • FAA gains access to Air Force alternative fuel near Cheyenne, WY • Yellowstone and Grand Teton parks adopt AFVs and develop fueling infrastructure Training sessions at FedFleet • See next slide INTERFUEL working group • New standards from EPA for low greenhouse-gas emitting vehicles • Employee charging of personal electric vehicles with agency-owned charging stations • Which vehicles and information should, and should not, be reported in FAST • Understanding the current economics of biofuels
