RDW HISTORY of RDW: • 1949: foundation as a merger of the Technical Service of the National Transport Inspectorate and the State Department for Registration of Vehicles, part of the Public Works Department; • Gradually new tasks assigned to RDW, such as the periodical inspection of vehicles and ADR approvals; • 1996: independence of RDW from the Ministry, becoming an independent administrative body. RDW ADR 2001 Restructured ADR enters into force, involving changes, such as: • Replacement of the old grouping of substances under classes, numbers and letters by a list, containing all codes and specifications per individual substance or n.o.s. position (Chapter 3.2, Table A); • Introduction of tank codes in Chapter 4.3; • Clustering special provisions in Chapter 4.3.5 and 6.8.4. RDW ADR 2001, Part 9 • All vehicle related provisions have been put together under Part 9: “Requirements concerning the construction and approval of vehicles”; • In 9.1 it is specified which types of vehicle are subject to the provisions of Part 9 and the following categories are defined with typical features: Presentatie TDT

RDW Part 9 (cont’d) Depending on the intended purpose of the vehicle, it should also be inspected for compliance with the relevant requirements, given in 9.3 to 9.7: • Chapter 9.3 in case of EX II and EX III-vehicles; • Chapter 9.4 in case of the carriage of packages; • Chapter 9.5 in case of solids in bulk; • Chapter 9.6 in case of temperature controlled substances and • Chapter 9.7 in case of carriage in tanks etc. Presentatie TDT

  43. RDW A. First inspections (new vehicles)(1): • Tank- and EX-vehicles are inspected for conformity with ADR and Road Traffic Act by inspectors from Unit IKS of VT (headquarters, Zoetermeer); • Inspection is usually performed at the premises of the tank manufacturer; Presentatie TDT

First inspections (new vehicles)(2): • Inspections of tractors and trailers (for instance for containers) are performed by inspectors in the RDW inspection centres in the country; • the results are transmitted to IKS (headquarters) for verification and issuing of the ADR certificate of approval. Annual inspections (1): • All ADR vehicles are inspected by inspectors from RDW inspection centres; • Inspectors follow guidelines, issued and frequently updated by the support unit of VT in Zoetermeer; • The inspection includes all requirements of the general annual inspection (APK).   46. RDW B. Annual inspections (2): • In addition, tank- and EX-vehicles are inspected visually for damage (external) and proper functioning of the equipment; • In case of damage to the tank, Unit IKS of VT is informed, who will further investigate and monitor the repair. Presentatie TDT

Periodic inspections: • Periodic inspections and tests in accordance with 6.8.2 and 6.8.3 are performed by the inspectors of IKS (VT, headquarters); • Each well equipped location is acceptable, for instance at the manufacturer, a specialised workshop or the premises of a carrier. Certificate of approval: • Certificates of approval are issued by the secretariat of IKS (headquarters, Zoetermeer); • for most vehicle- and tank types, models from a computer-database are used; • the issued certificate is filed in Zoetermeer, but accessible for verification and printing in each of the inspection centres, in case of replacement.
