Project Summary • Country/Region: Mozambique • Project Location: Mozambique Information and Communication Technology (MICTI)/ Ministry of Science and Technology of Mozambique • Project Title: Improving Services Delivery for Public Sector and Efficiency in the private sector through (a) ICT skills development and (b) BPO for government • Estimated Cost (Over 3-5 years): 5,000,000 USD • Sponsor(s): World Bank, Government, Private Sector and Donors. • Possible Executing Agency: MICTI, UEM, Instituto de Educacao em Gestao (IEG),PIREP • Sector: Industry and Education

  4. Context in Mozambique • Mozambique has developed the following instruments: • ICT Policy • Strategy for Implementation of the ICT Policy • E-Government Strategy • Mozambique Science, Technology and Innovation Strategy (MOSTIS) • E-Legislation ( not yet adopted)

  5. Current IT Infrastructure • National wide fiber backbone; • 2 mobile operators of which one provides 3G services; • Third operator to be licensed this year • SEACOM fiber cable landing station under construction. Cable to be operational in June 2009; • E-government network in operation • E-sistafe • Science Park Project in the process of implementation: • Land Allocated; first building to start construction soon this year • Mozambique Research and Education Network being deployed;

ICT Skills Development • IT Competencies • Database administrators (certificate) • Database programmers (bachelor) • Network engineers (certificate) • IT maintenance technicians (certificate) • System analysts (bachelor) • Network security (certificate) • Multimedia programming • Web based application programming • Internet services engineers • Business and entrepreneurial Competencies

  7. Current Provision of ICT Skills • UEM Center for Informatics • Cisco certified network associate (CCNA) (12 seats, 3 months) • Database administration • Computer hardware maintenance • Project planning • ISCTEM CCNA (20?) • ISUTC CCNA (?)

Current Provision of ICT Skills • Cento de Processamento de Dados (CPD) • Database administrators (100, 15 months program) • Networking program (100, 15 months program) • Mozambique Information and Communication Technology Institute (MICTI, 60 students, certificate) • Oracle database administration • Cisco CCNA (20) • Web development and Networking (18 mon Program) • Multimedia programming (18 months program) • TOTAL < 200 per year

  9. ICT Skills Development • How to increase the training capacity from 200 to 1000 per year? What are the binding constraints: • Lecturers • Labs and equipment • Courses in Portuguese • Business model • Collaborate with NASSCOM • More private provision of IT skills • Possible outsourcing to private training providers • Institutional and implementation Arrangement • MCT, CIUEM, MICTI, UTICTI

BPO for Government • Potential services to be outsourced to a BPO company: • Document management; • Request for information for various standards documents; • Filing for various documents; • Tracking of status of applications; • Business model: • Government might invite companies to present proposals for services that can be provided through BPO

  11. Public Sector Services • Municipalities • Application for driving licenses; • Applications for IDs: • Passport • ID • NUIT ( tax ID number) • Social security

  12. Companies that can benefit from BPO Services • EDM (Mozambique Electricity Provision Company) • Aguas de Mocambique • TDM (Mozambique Telecommunication Company) • CFM (Mozambique Railways Company) • LAM (Mozambique Airway) etc…

Development of Software Solutions • Incubate companies that develop software solutions that can be provided to the public sector using BPO model; • MICTI through cooperation with NASSCOM will provide vocational training for students with 12 years of training e others from private, public companies to develop home applications to address internal needs;
