Ministerio de Relaciones Exteriores República de Colombia Context • South – South Cooperation (SSC) and Capacity Development (CD) are valuable and necessary inputs for enhancing cooperation effectiveness • On the basis of the 2008 Accra Agenda for Action (AAA), the Working Party on Aid Effectiveness (WP – EFF) endorsed a Task Team on SSC • The Capacity Development Alliance (CD Alliance) will identify leaders to promote better coordination among themselves and with donors

Ministerio de Relaciones Exteriores República de Colombia Objective • Contribute to make more visible the interests, needs expectations as well as the potential of developing countries, in the global development architecture • Allow partner countries, to share their experiences in SSC and CD to enrich the TT-SSC and CD Alliance and other relevant initiatives • Consolidate recommendations to provide valuable inputs for the preparation of the Korea HLF - IV

Ministerio de Relaciones Exteriores República de Colombia Scope • Disseminate and discuss ongoing analytical work on SSC and CD, in the context of aid effectiveness • Exchange and discuss country – level experiences in SSC and CD, as well as their relevance for the implementation of Paris Declaration principles and AAA commitments • Identify and facilitate the synergies between SSC and CD • Agree on next steps to promote SSC and CD, in preparation of the Korea HLF - IV

Ministerio de Relaciones Exteriores República de Colombia Responsabilities • Support and supervise the thematic preparation of the HLE SSC/CD • Supervise the preparatory activities to the Knowledge Fair and the side events • Prepare, share and consolidate the ministerial recommendations of the HLE regarding SSC and CD • Encourage a strong involvement and a consistent leadership of Southern countries and active participation of development partners and multilateral organizations in the preparations, celebrations and follow - up

Ministerio de Relaciones Exteriores República de Colombia Objectives and Scope • Discovering and disseminating evidence of effective practices of SSC and CD. • Documenting good practices and accelerating the exchange and learning among institutions, people and communities that have been part of these processes. • Offering empirical evidence that could enrich the analysis and evaluation process that is performed under the TT SSC and platforms such as the Impact Alliance and LenCD. • Enriching the political and technical dialogue developed under the High Level Event in March 2010. • Generating social capital and cohesion among institutions and practitioners to catalyze further regional SSC learning and exchange heading towards Seoul.
