Commission Position-findings- Results of consultations and impact assessments: Broad consensus about the high value added of European Territorial Cooperation but needs to develop: - integration with all levels of strategic planning - standardisation of rules and procedures • legal framework to better address multi-national contexts • priority topics for intervention • complementary and integrated approach between programmes

Commission Position proposed regulations (June/Oct 2011) • integration of cooperation in overall strategic framework (Common Strategic Framework & Partnership Contract) • thematic concentration (limited no. of thematic objectives (4/11)) • support for development & implementation of Macro Regional Strategies • increased budget proposed • synergies between programmes to be promoted • performance framework • simplification incl. greater harmonisation of rules; audit • specific rules for the application of State Aid • coverage of regions both inside and outside EU

Timeline • November-December 2011: Communication from the Commission – Common Strategic Framework • January 2012: Public consultation on Communication • June 2012: Proposal to the Council and European Parliament – Common Strategic Framework • 2012-2013: Adoption of new legislative package and agreement on new budget post 2013 • 2014: Entry into force and adoption of programmes
