  8. Step 1 - Assessment • Look at population, their needs, resources, and readiness • 1. Data exploration using web-based ASPIRE system • 2. Assess resources in the community that are available to address identified issues • 3. Address cultural responsiveness • 4. Use the SPF SIG Needs Assessment Model to examine substance-abuse related issues, consequences, and potential causes Colorado Prevention Partners

  9. Step 2 - Capacity • Mobilize and Build Capacity • 1. Engage key stakeholders, coalitions, and service providers • 2. Conduct a community readiness assessment & a coalition assessment • 3. Build on and improve the existing prevention infrastructure • 4. Mobilize both financial and organizational resources • 5. Address cultural responsiveness Colorado Prevention Partners

  10. Step 3 - Planning • Develop a Prevention Strategic Plan • 1. Look at needs, objectives, resources and data in development of your strategic plan • 2. Select programs, policies and/or practices to be used • 3. Emphasis on programs, policies and/or practices based on evidence • 4. Address cultural responsiveness Colorado Prevention Partners

Core Principles • Address cultural responsiveness through each step of the framework • Implementation of the framework will transform and help sustain prevention infrastructure • Data-Driven Decision Making • Change is measured at the community level • Communities must participate in state-wide goal of changing underage drinking-related problems. • Youth, K-12 school and higher education are key community stakeholders to engage in CPP implementation Colorado Prevention Partners
