  6. Project Objectives 1) Reduce the number of documents 2) Same document format and structure to improve consistency 3) Eliminate duplication 4) Make requirements and guidance easy to tell apart

CB To CAB • CB no longer to be used • CAB (Conformity Assessment Body) from now on • Consistent with ISO standards on which MSC based • CB = 1 type of CAB, MSC may use other types in future • E.g. inspection body may conduct a sampling programme of certificate holders and report back – won’t make a decision or issue a certification report • ‘Certifier’ will still be used as the plain English version

SDR Project - rules on making changes The project was restricted to consolidating existing scheme documents Substantive modification of current requirements was not allowed Some changes needed if • Differently stated requirements for similar elements. • Separation of requirements into those that the client must meet and the CAB must meet • Definitions that are used inconsistently (e.g. 7 “should” definitions). • Different contexts for the same element that may imply different meanings.  Changes have been worked through with TAB and Executive.

  11. Structure • Part A General • Requirements that apply to all certification bodies. • Annex AA is the MSC-MSCI Vocabulary. Where possible terms are the same as or close to the terms use in ISO definitions and the FAO Glossary.  • Part B Chain of Custody • Requirements for chain of custody audits. • Part C Fisheries • Requirements for fisheries assessments. • Guidance • Structured with the same parts and numbering as in the Certification Requirements.

Drafting “rules” 1 • Say it once – one clause, one idea • If ISO Guide 65 or IAF Guidance say it, MSC doesn’t say it again • Everything on the same topic is in the same place (e.g. setting scope – see diagram) • A requirement (shall or should) is stated once in the highest level document it can go • Requirements presented in the order that they happen

Drafting “rules” 2 • No instructions to other readers (e.g. instructions to the MSC, certificate holders, stakeholders and ASI) • All explanations, intent and examples are guidance • Document format and numbering is standardised • Written in plain international English using small words and short sentences. Written for readers in Grade 12 or less
