LED effect in An Giang after 3 operating years • Involve private sector in the local government’s policy making process (PPP). • The used method of planning by mobilizing ideas and opinions from different stakeholders in making plans. • Perceive concepts and various tools of local marketing to build up strategies of investment attracting and the provincial competitive capacity improvement. • The capacity enhancement of partners and associations (DPI, ATTIP, ABA, COOPSMEs, etc.) • The links and cooperation of different forces (human, finance, etc.) • Important contribution to the local administrative reform of biz support mechanism, investment climate improvement (Biz portal, mechanisms of investment attracting, biz support, etc.) • The Program organizational structure: this is a very good structure which includes PEB, LCB, Program’s consultants and outside consultants.

  4. BEST PRACTICES 1. Stimulate the cooperation between the local agencies, especially LCB members with the central government; and regional cooperation.Enhance the local cooperation. Involve different stakeholders in making and implementing plans. VCCI Can Tho is one of the LCB member, which well creates regional cooperation to support neighboring provinces

  8. 1. Some activities are so independent. Their results are received only at the moment and are not widespread important. They should be gathered in a big frame to have long-term effect on the economics management of the local government.2. The program officers often changed. 3. There are not consultant companies or good personnel at provincial level to study and continue the program results after its phasing out.
