Specificproblem for policy making • The not-poor public and the poor public disagree on the causes of poverty • The not-poor’s view has dominated politics and media Wider context • Neo-liberalism is broken • In some states: → crisis of political legitimacy • No more “business as usual”

Proposal 1 a social and sustainable strategy • A new 10 year strategy for social and sustainable living • Objective – sustainable well being free of poverty • 4 strong pillars • But economic and employment strategies are the servants of well-being • Drive progress: Charter of Fundamental Rights • Indicator of progress: cuts in poverty and inequality = rise in well being • Redistribution is back on the agenda

Proposal 2A social progress pact • Green new deal • Implement Active Inclusion - • That includes: guarantee of adequate minimum income and access to services • Specific commitments to cut inequality in income and wealth • Stronger policy on equality; respect for diversity • Stronger agenda for north-south global social justice The alternative is…..?

Proposal 3 A dynamic partnership for “change we need” • Open governance: more information, more participation, more democratic decision making, new methods • Resources for sustainableparticipation • Include NGOs, people in poverty at all stages of policy cycle • Welcome combat poverty advocates as well as service deliverers into dialogue
