Inter-Governmental RelationsContext 1 • IGR definitions: “intergovernmental relations” means relationships that arise between different governments or between organs of state from different governments in the conduct of their affairs; • Inter-governmental an inter-municipality forums as defined in sections 24 and 28 of the IGRFA act 13 of 2005 • Inter governmental structures promote co-ordination and alignment • Consultative approach followed: District and Prov. IDP LED Mngrs forum, IDP CC,DCF • Alignment and stakeholder engagement: Municipal level platforms for stakeholder engagement and Bi-laterals

Inter-Governmental RelationsContext 2 • Priority issues to be aligned to Municipal- and Provincial Strategic Objectives and national outcomes • IDP Co-ordinating(IDP CC) committee convenes municipal, provincial and national department stakeholders at least twice per annum • E.g. IDP management framework and process plan (time schedule) used to aid alignment • IGR assists planning alignment and co-ordination at strategic and operational management level • Multi-sectoral forum: expediting implementation challenges across sectors and ensuring project integration

IGR through Inter-municipal co-operationCompounded benefits • IGR both a means and an end: • Illustrated through the Shared Services/IMC example: • Establishment of level of standards; • Improved access to higher standards of technology; • Allows management to focus on more strategic matters; • Assists in achieving policy goals of Government by strengthening municipalities and raising standards of performance.

District Municipality functionsStrategic issues • Intergovernmental fora providing follow through on the issues raised eg Dora allocations • Positive examples include the unfunded mandate of libraries that has been addressed through successful IGR • Need for more streamlining of respective IGR agendas between DCF, PCF, Minmay based on an agreed Strategic Agenda
