Why Option #3 (Hybrid)? • Protect New Freedom (5317): “…concern(ed) that should Caltrans administer the entire program traditional 5317 programs like mobility management and volunteer driver programs would go by the wayside and harm populations currently being served.” (3) • Retain Caltrans’ vehicle procurement expertise: “Caltrans has a long standing understanding of this program and its requirements as well as of the participants in the program and their needs. They are also experienced in the reporting requirements and have the system set up to help grantees comply with those requirements. This is just not the kind of program that…” MPOs are “…prepared to support.”

  7. Why Option 2 (MPOs in Charge of Large UZAs)? • Protect New Freedom (5317): “Main concern is that Caltrans Section 5310 administrators, who are in much larger number than the JARC and New Freedom section…lack the operational and evaluation skills needed to monitor the New Freedom projects, as those have nothing in common with the traditional 5310 capital program.” • MPOs closer to the locals: “Nothing against Caltrans which has done a fantastic job of administering the program with limited staffing. But given the regional option, it just makes more administrative sense for our MPO to take over the program.”

  8. Why Option 1 (Caltrans Retains Program)? • Concerned about program effectiveness for rural and small UZAs: “My greatest concern is the allocation of funds. I'm interested in finding out how the 60/20/20 split was arrived at. I have a serious concern as to the implications this could have on small urban and rural transportation providers that rely on this program for their existence.”
