The German model:regionalisation • Clear decision: regional rail is a service of public interest • 1994/1996: Federal States (Bundesländer) became responsible for regional train services • Federal States decide on train services (frequency of service, re-opening lines, quality, fares) and they pay for the train services • Money-transfer from the Federal Government to the Federal States (approx. 6.7 billion Euro p.a.) • Source: revenues from fuel tax • Regional train services are funded by both, ticket revenues and payments by the Federal States Dr. Andreas Geißler, Transportation Policy Officer The Significance of Regional Railways
