Issues and Concerns • Big number of 2010 LGUs were not able to streamline their processes based on standards • Low “buy-in” for streamlining • Lack of BPLS advocacy programs • Presence of existing system being used (above/below standard) • Conflicting BPLS regulatory policies of involved agencies • Lack of competent and capacitated Coach
