M&E of Joint ProgramsPrinciples & Guidelines • The Results Based Management Guidelines are developed by the United Nations Development Group (UNDG) in consultations with the Governments of all Pilot countries to ensure simplification and harmonization. • All partners are jointly responsible for the implementation of M&E framework and plans • Implementation of M&E Framework is shared among Agencies according to thematic and geographic presence/capacity, suited to the purpose

  2. Oversight & Monitoring Function Results & Outcomes Framework of One Program captures the results to be achieved collectively by UN and Govt. of Pakistan. Five Joint Programs and 21 Joint Program Components have their respective Result Frameworks elaborating the lower level results contributing to high level outcomes of the One Program. Program Reviews and Evaluations provide a basis for informed planning and decision making. High Level Committee, Executive Committee, UNCT, Joint Program Steering Committee and Task Forces are the high level oversight forums to provide strategic guidance and recommend course correction. M&E Plan of each Joint Program outlines the M&E activities and articulate how, when and by whom the results will be monitored Periodic narrative and financial progress reports provide results based progress update. Thematic Working Groups and CCI Group are responsible for M&E of Joint Programs supported by Monitoring & Evaluation Network of the One Program

M&E Achievements 2009 • Standardized templates for Joint Annual Work Plan, Joint Monitoring Plan, Joint Progress Reporting used by all JPs. • Joint Progress Reports for all Joint Program Components (JPCs) are being developed based on mapping of Agency Reporting Exercise to reduce reporting burden. • Joint Annual Work Plan (JAWP) 2010 is being developed at JPC level. • JAWP for Operation Management Team developed with indicators and baselines. • Delivering as One-MIS created for tracking financial information of one budgetary framework and UN’s support in Humanitarian, Development and stand alone activities.

Joint Annual Work 2010 • The strategic inputs and leadership role of GoP is ensured through the participation of Task Force (TF) co-chairs and representation of provincial counterparts in TF meetings. • The Provincial Coordination Teams (PCTs) in Punjab and Sind facilitated the JAWP process for a more meaningful and comprehensive engagement of provincial partners. • Joint Annual Workplan (JAWP) 2010 is developed through a consultative process between UN, GoP and Donors. The workplan incorporates the inputs of Ministry of Health, Ministry of Education, Ministry of Labor, Ministry of Environment, Ministry of Finance, Ministry of Livestock and Dairy Development, Ministry of Food and Agriculture, Ministry of Population Welfare, Ministry of Women Development, Planning Commission/Department, NDMA and their respective departments at National and Provincial level.
