American Recovery and Reinvention • President Obama signed the bill into law on February 17. • Estimated $21.5 billion in federal research and development (R&D) funding • Continuing Resolution for 2009 through March 6, 2009 • Anticipated FY09 Budget $5.2 billion NSF (15%), NIH $29.7 billion (2.5%)

Three primary mechanisms through which NIH is expected to award funding (Acting Director, Kingston, briefing on 2/19/09) • Funding of RO1 awards, the original and oldest grant mechanism used by NIH and other related mechanisms to award highly meritorious work • Starting point approved but unfunded grants from previous cycle • Grants would need to reviewed to determine if 2 years of funding was appropriate, • RFA’s for new opportunities • Monitor announcements and communications from your Program Official • Monitor emails regarding already submitted applications • Respond to NIH w/in 3 to 5 days, you may be asked to provide: • Other support, IRB and IACUC approvals • Detailed(non-modular) budget for 2 years • How many jobs this grant will preserve or create? • Agree to abide by the terms and conditions specific to ARRA • Updated information on scope of work

Supplemental funding for existing grants • Increase the tempo of ongoing science through targeted supplements to current grants • Supplements could be one of two types (specific ARRA guidelines not yet announced):Supplements to existing grants • Administrative supplements for grants with at least one year remaining, for work that falls within the scope of original proposal • Competitive supplements to expand scope of original proposal • Solicitations will be based on themes and priorities of I/Cs, but may also include cross agency solicitations to fund post-docs or equipment. • Notice will be posted in the NIH guide describing overall parameters, with a formal solicitation for competitive supplements. Program officers will contact investigators regarding administrative supplements.

Three primary mechanisms through which NIH is expected to award funding • Infrastructure and New Programs • NIH NCRR Shared Instrumentation Grant (SIG) http://grants.nih.gov/grants/guide/pa-files/PAR-09-028.html, deadline March 23, 2009. May release another RFA, tbd. • NCRR High End Instrumentation Grants, (to be announced) • NIH Challenge Grant program, cross cutting scientific challenges, $500,000 a year for 2 years, to make progress in designated area, potentially $200 M for this program Deadline April 27thhttp://grants.nih.gov/grants/guide/rfa-files/RFA-OD-09-003.html

Tips for CPHS review Start CPHS review process ASAP (exempt, expedited and full) Consult CPHS office staff about questions as they occur Answer all of the questions in the CPHS application for review (“study plan”) and address ethical concerns Send a copy of the grant proposal with the other study documents Put ARRA in the subject line of the message to which study documents are attached If proposal is already in the CPHS review process, alert CPHS if funding is anticipated to be awarded through ARRA. Clearly state the deadline, if known, for completing CPHS review Send study documents to CPHS.Tasks@Dartmouth.edu Dartmouth has a Rapid Response IRB registered with the Federal Government.

Accountability and Transparency • Initial Implementing Guidance for the American Recovery and Reinvestment Act of 2009 (Office of Management and Budget)http://www.whitehouse.gov/omb/assets/memoranda_fy2009/m09-10.pdf • Extensive new reporting requirements for ARRA funds • Agencies should expect another set of guidance from OMB in 60 days • Office of Inspector General for each agency have received additional funds • Awards may be more likely to receive external scrutiny (transparency is a key component) • Grant Managers, PIs review accounts on a monthly basis • Assure appropriate costs and rate of spending • Comply with award reporting requirements and terms
