The Government says: The Partnership Board is there to make sure the things in Valuing People Now happen. • The Partnership Board review said: • The Partnership Board should • Bring partners together • Make sure they can talk and work together • Decide what needs to happen to make the lives of people with learning disabilities better

  5. The review said… Local Groups (DPG’s) are NOT • Speaking upor self-advocacy groups. • Social groups. • Part of a day service programme. • Service providers. 

Local Groups (DPG’s) are there to • Make sure Valuing People Now happens in Kent • Make sure that the Partnership Board listens to people with learning disabilities and their families at a local level • Find out what is happening locally and reporting that back to the Board • Be actively involved locally • Support the work of delivery groups to make sure • things happen. (Housing, Health, Jobs, etc) 

Guidance issued as part of Valuing People now suggests Partnership Board membership as below • Director of Adult Social Services • Chief Exec of PCT • Local Authority Members • Non-Exec Director of PCT • People with learning disabilities • Family carers of people with learning disabilities • Head of Commissioning • Ass. Director Children’s Services • Strategic Housing Lead • Jobcentre Plus District Manager • Voluntary Sector Representation • Provider Representation

  13. Value (money to run local groups) Kent = £200,000 Maximum per year Localities = 33,333 Maximum per year Districts = 16,666 Maximum per year Running costs, co-ordination, facilitation and expenses Annually Renewable Grant

Local Groups (DPG’s) • To facilitate and support people with learning disabilities and their families in making sure Valuing People Now is happening in one or more of the above areas • To make sure local people are aware of Valuing People Now and the work of Kent Learning Disability Partnership Board

Local Groups (DPG’s) • To make sure local groups represent everyone from the local learning disability population – including People with complex needs, People with profound or multiple disabilities, people from black or minority ethnic communities, people who present challenges and people who are or have been offenders

  16. Local Groups (DPG’s) • To work in partnership with and support other local organisations in making Valuing People Now and the work of Kent Learning Disability Partnership Board happens locally

Partnership Board Local Groups (DPG’s) • To facilitate and support local individuals with learning disabilities to be representatives to the Kent Partnership Board • To facilitate and support local family/carers of individuals with learning disabilities to be local representatives to the Kent Partnership Board

Local Groups (DPG’s) • To facilitate and support local individuals with learning disabilities to be representatives to the Valuing People Now Delivery Groups (e.g Good Health Group) • To facilitate and support family/carers of individuals with learning disabilities to be local representatives to the Valuing People Now Delivery Groups (e.g. Jobs Action Group)

Local Groups (DPG’s) • To create, facilitate and support local groups to work with appropriate local bodies to support the delivery of Valuing People Now locally and across Kent For example -District Councils, Locality Boards, Local leisure providers, Local Health provision, Local voluntary sector, self advocacy groups, carers’ organisations, etc….

  21. Local Groups (DPG’s) • To make sure local groups have an annual plan – agreed by its members and the Partnership Board • To make sure local groups produce an annual report – this is presented to the Partnership Board

  22. Local Groups (DPG’s) Important note • Local groups should not become involved in the direct provision of services or the direct commissioning (buying) of services. However local groups can and should actively work with both providers of service and local commissioners.

  23. Time table • Prepare Tender – end of May 2011 • Open tender – June 2011 • Selection – August 2011 • Appoint end of August 2011 • New contracts in place end September 2011
