Where are we in the process? • The Governor has until April 5th (twenty days after March 13th not including Sundays) to sign or veto a bill • Bills signed into law are effective 90 days after the session (May 11), unless an emergency clause has been included • 2008 Supplemental Budget makes changes to the current 2007-08 SY and the 2008-09 SY

  3. Highlights • Graduation requirement for meeting reading and writing standards was not changed • Major Legislation • Mathematics • Career and Technical Education • Extended Learning Opportunities • 4.4% COLA for the 2008-09 school year • PAS program eliminated and LAP funded increased

  4. OPERATING BUDGET

  5. Key Budget Allocations • 0.5% Catch up COLA enhancement ($22.2M) • I-732 COLA for 2008-09 is 3.9% • NERC increase ($8.1M) • $10,178/CIS; $24,999/Voc CIS; $19,395/SC CIS • Classified Staff ratio change to 1:58.75 ($3.9M) • Increased Levy Equalization by increasing per pupil inflator to 6% ($1.9M) • School Library Materials Allocation • $4.09/student FTE • Cannot supplant current library resources expenditures ($4M)  All allocations above begin in 2008-09 year

PAS/LAP • Promoting Academic Success (PAS) Program eliminated beginning in the 2008-09 school year ($-27M) • 2007-08 SY funding continues until August 31st • Reporting requirements still in place • Success in 2007-08 lays the foundation for struggling students funding • LAP funding increase ($19.8M) • Funding for districts (~20) with high concentrations of ELL and FRPL students • Reinforces that LAP funding can be used for secondary students

  7. LEGISLATION

  8. SB 6534 – Math Standards Revision • By May 15, SBE to conduct review of February draft of the revised K-12 mathematics standards • By July 1, OSPI to revise the standards according to recommendations adopted by the SBE • By July 31, SBE to approve OSPI’s revised standards or develop a plan for ensuring recommendations are implemented and standards adopted by September 25 • Allows accelerated schedule for revision of standards

  9. SB 6534 – Math Standards Revision • Proposed Accelerated Schedule • K-8 standards • Review and recommendations completed by SBE contractor in early April. Anticipated adoption mid-April • 9-10 standards: Algebra I, Geometry, Integrated I&II • Review and recommendations completed by SBE contractor in early May. Anticipated adoption mid-May • 11-12 standards: Algebra II, Integrated III • Review and recommendations completed by SBE contractor and submitted to OSPI for revision in June. Anticipated approval July 24-25

  10. 2SHB 2598 – Math Curriculum • Request for Proposals • SPI and the SBE to develop RFP for development of an on-line math curriculum for grades K-12 • Aligned with the new standards and available at no cost to districts • Requires a report on RFP results by December 1, 2008 • Recommended Mathematics Curricula • SPI to identify three recommended mathematics curricula within six months after the adoption of new standards (rather than by May 15, 2008) • SBE to provide comments within two months of receiving the recommendations (rather than by June 30, 2008) • Curricula Survey • SPI to conduct a survey of mathematics curricula currently in use by school districts and the textbook purchasing cycle of the districts and report by November 15, 2008

ESHB 3166 – Assessments • Beginning in spring 2009, OSPI to shorten the WASL and scoring time in elementary and middle grades in mathematics, reading, and science (not writing) • SPI to implement four end-of-course assessments for high school mathematics • Algebra I and Integrated Mathematics I • Pilot 2008-09 • Optional 2009-10 • Administered statewide 2010-11 • Geometry and Integrated Mathematics II • Pilot 2009-10 • No optional period • Administered statewide 2010-11

ESHB 3166 – Assessments • For Class of 2013, students may meet the high school mathematics standard using one of the following • Comprehensive WASL • Algebra I and the Geometry EOC assessments • Integrated I and Integrated II EOC assessments • Beginning with the Class of 2014, students must meet the high school mathematics standard using the end-of-course assessments • All of the current objective alternative assessments continue to be available • Many questions remain…

  13. Other Assessment • Develop or purchase diagnostic and progress monitoring assessments aligned with WASL • Translation of science/math WASL • Improved version of Braille WASL • PSAT funding for 10th graders

  14. 2SSB 6377 - Career and Technical Education • High Demand Programs Grants ($1.7M) • Programs of Study Development ($350K) • I- BEST pilot grants to 5 Skills Centers ($250K) • Summer School CTE Grants for Middle and High Schools ($500K) • Course Equivalencies and Integrated Curriculum Grants to Districts ($400K) • Certification Exam Fees for low-income students ($50,000)

Career and Technical Education • Equipment • No change from 2007 - 2008 • $75 per student FTE for Comprehensive High Schools • $125 per student FTE for Skills Centers • Middle School CTE • $1.13M for CTE programs at middle schools that focus on science, technology, engineering and mathematics • Grant application available mid-April

E2SSB 6673 – Extended Learning Opportunities • Extended Learning Opportunities Program provides struggling students additional time and support to meet graduation requirements • Targets 11th and 12th graders not on track to graduate and 8th grade students who did not pass the WASL • Expands the requirement for Student Learning Plans • Triggered by credit deficiencies or absences in addition to the WASL • Must include information on graduation status and program options • Provides Reading Improvement Specialists at the ESDs to provide professional development to teachers

E2SSB 6673 – Extended Learning Opportunities • Support for English Language Learners (ELL) • Provides additional LAP funding to school districts with a high percentage of ELLs and students in poverty • Requires PESB to convene a work group to address teacher skills related to the needs of ELLs • Creates an ESD outreach program in collaboration with community based organizations regarding opportunities for ELLs • Requires OSPI to review online curriculum support in languages other than English

Students with Disabilities • SSB 6743 – Autism Awareness and Training • OSPI to distribute the Autism Guidebook developed by the Autism Task Force • PESB and OSPI to make recommendations for autism awareness instruction for educator preparation and professional development programs • OSPI to distribute information on Child Find for students with autism

Student Reporting • SHB 2679 – Students in Foster Care • OSPI annually report to Legislature • Aggregate data on the educational experiences and progress of students in foster care • Disaggregated data (to the smallest unit that does not identify individual students) to identify districts with greatest successes and challenges • SHB 3212 – Student Disaggregation • OSPI must report annually, among groups currently reported, the WASL scores of Pacific Islander/Hawaiian Native students • Beginning in 2010, OSPI to disaggregate the scores of students with 504 plans

Targeted Populations • 2SHB 2722 – Achievement Gap • Creates a work group to develop a strategic plan to close the African American achievement gap • Budget also includes $150,000 for each Ethnic Commission to do similar achievement gap research • SSB 6426 – Military Students • Creates Task Force to review the “Interstate Compact on Educational Opportunity for Military Children” • Task Force reports to the Legislature by December 1, 2008
