  3. What is the NFIP? • NFIP is the National Flood Insurance Program which was created in 1968 by Congress to help provide a means for property owners to financially protect themselves.

  4. What is the NFIP? • The basic purpose of the NFIP is not to prohibit floodplain development, but to guide development in floodplain areas in such a way as to greatly lessen the economic loss and social disruption caused by impending flood events.

What is the NFIP? • The NFIP has four goals: • Provide affordable flood insurance coverage not generally available in the private market. • Stimulate local floodplain management to guide future development. • Emphasize less costly nonstructural flood control regulatory measures over structural measures. • Reduce Federal disaster costs by shifting the burden from the all taxpayers to floodplain occupants.

Why does the county participate in the NFIP? • So that county residents can obtain flood insurance and mortgages for property in flood hazard areas. • The NFIP offers flood insurance to homeowners, renters, and business owners if their community participates in the NFIP. Standard homeowners insurance doesn’t cover flooding. • Congress mandated federally regulated or insured lenders to require flood insurance on properties that are located in areas at high risk of flooding. (Over 95% of all loans.) • Mortgage companies may require flood insurance, even if it is not federally required. • Required by Washington State Law.

  8. What is the CRS? • CRS is NFIP’s Community Rating System. It is a voluntary incentive program that recognizes and encourages community floodplain management activities that exceed, instead of merely meet, the minimum NFIP requirements.

  9. Why does the county participate in the CRS? • To reduce the flood insurance rates for property owners in the county. Flood insurance premium rates are discounted to reflect the reduced flood risk resulting from the community actions.

  10. What reduction do property owners in the county receive? • Residents in unincorporated Clark County receive a 25% reduction on flood insurance because the county participates in the CRS and is a Class 5 community. Flood insurance premium rates are discounted in increments of 5%; i.e., a Class 1 community would receive a 45% premium discount, while a Class 9 community would receive a 5%.

  11. What is a Floodplain Permit? • A permit issued by Clark County that is required for all Development in a floodplain also known as a Special Flood Hazard Area (SFHA).

  12. What is the Definition of Development for Floodplain Permits? • Clark County must use FEMA’s definition of “Development”. Development: means any man-made change to improved or unimproved real estate, including but not limited to buildings or other structures, mining, dredging, filling, grading, paving, excavation or drilling operations or storage of equipment or materials located within the area of special flood hazard.
