The Procurement Commission shall examine and evaluate each applicant's qualification, experienceandcapacity 2. Than the envelope withfinancial offerofthebestqualifiedapplicantisopenedand starts contractnegotiations 3. Only if the first applicant is not contracted for, theenvelopeofthesecond best candidate’s financial offershouldbeopened
