  17. Who Needs a 1099? Individuals, sole proprietors, attorneys (see note below), partnerships and certain LLC's to whom you have paid more than $600 in rents, services (including parts and materials), crop insurance proceeds, cash paid from a notional principal contract to an individual, partnership or estate. You must also file Form 1099-Misc to each person from whom you have withheld any federal income tax under the backup withholding rules regardless of the amount. NOTE: Attorneys fees (including corporations) over $600 must be reported.
