A Good Thing Going • President Washington: • Established the Cabinet of the United States • Signed the Jay Treaty (1795) which averted war with Great Britain and settled lingering issues from the American Revolution • Established the Bank of the United States and the United States Mint • Not bad
Trouble Ahead • Many states are still in debt from the American Revolution • Hamilton proposes assumption: the federal government takes on the debt so all the states can help • But the southern states paid off their debt
The Deal • With Washington’s blessing, James Madison brokers a deal between Jefferson and Hamilton • Southern states accept assumption and agree to help pay off the debt • In exchange, a new permanent national capital city will be built in the south • Washington already has a place scouted on the Maryland-Virginia border near the Potomac River
Hail and Farewell • Although he could have won if he had campaigned, Washington refused to run for a third term • Washington elected to retire to Mount Vernon after two terms as president
The Farewell Address • Washington’s Farewell Address: • Urged Americans to stay out of foreign alliances and pursue a policy of isolationism • Warned Americans against political parties • Washington’s Farewell Address was his parting advice to the nation after 20 years of leadership
